At this time, Roman. Right now he is being cheered more than he has been before and I think if they started pushing him towards they main event it will be better received. Now for a Kay fabe question: When are they going to acknowledge that he still has a claim to the Universal title? Did he pretty much refuse the claim when he told Seth he wanted the shield reunited? Any other time a wrestler is injured or shelved while a champion they are given a title match when they return. Even Fin got one e v e n t u a l l y when he returned from his shoulder injury, though it took forever. Yes he was placed in a #1 contenders match but did he even need one?

Depends what it relates to as being top guy.
In-Ring = Seth Rollins PR = Roman Reigns
I don't care about Seth's comments because he's actually said some positive things about the fans as well that don't get posted about. Not all fans are "good fans" when it comes to this stuff. At the same time Reigns is likely to coddle the fans more than Rollins these days so if you want someone to treat fans like they're the greatest thing to ever live regardless of some of the bad stuff a good amount have said and done then Reigns is your guy. Right now after all he's been through in the company, he's that dude.
At the same time in-ring I'll go with Rollins as he switches things up a bit when need be. Since Roman's come back I havent enjoyed a Reigns match yet sadly. I'm just not sure what they're doing with him from a cohesion standpoint.

I really think Seth is miscast right now. I'd have him as a top heel but with more credibility than the last time he was in that position where he needed help to beat literally anyone. I personally wouldn't have Roman be THE guy. To me, he's more of a Taker role who you can easily plug into the main event or give a title reign, but there's an Austin or Cena above them that is the top guy.

I would go with Roman even though I've never been a fan and find his booking annoying. Seth is a better wrestler and believe or not I think can come off as likeable and sincere as face if he has good material but lacks the larger then life that Roman has that you need to be the top guy.

Man, imagine this thread last year. Reigns would have like 8 votes and half of them would be from trolls. If Roman was being positioned as the top guy today he'd have eight votes. Everyone longs for Cena, but back in the day they'd have opted for an inanimate brick over him. And the brick over HHH before that, and so on, and so on. I've been reading this board for over a decade now, and the only thing that's consistent is people shitting on the product, then two years later insisting it's better than what's happening now.

Here is the funny thing I have always found Roman fairly entertaining when not show horned into a program for either the Universal or WWE title (minus the Miz feud) it always just seemed though once we got to Mania season WWE would drop everything to make Roman the focal point of the title program when it didnt make sense.

Rollins comes off as a weasly, slimy person even as a face. So dude is better off playing heel.

Also, again...Reigns said some dumb shit when his forced push started in 2015 and he was willing to say and do whatever WWE wanted. I really think Rollins would have the security and voice of a guy who can be the number one guy who's not afraid to go against the grain a bit that Roman has now if he had been handed unfounded WM main events 4 years in a row and despite a wellness violation. I imagine Roman only is willing to do that now because he knows no matter how many times hes booed out of the building or even if he violates the wellness policy, he's going to have that spot.

The Bryan feud wasn't a passing of the torch at all, and the Roman one was in theory but Cena buried the dude on the mic so hard that he didn't look good coming out of any of it. WHich isn't all necessarily Cena's fault, but I can't say he really ever meaningfully put someone over.
