The Heenan comparison doesn't work thay well as it was always clear he was doing in character schtick. And while some of the stuff he said at the time might be seen today as boorish--- I'm thinking something like making fun of the large women on the Bobby Heenan Show---it still never was as venomous or hateful as some of the over the top threats of violence Jim has done, character or no. It's an apples-oranges comparison.

As far as the character thing goes, when he's consistently happy to say racist/sexist/homophobic/transphobic stuff in public, is it that much materially different from being racist/sexist/homophobic/transphobic in public in terms of the impact it has?
If I were to go on a bigoted tirade on the forum against a minority group and then got banned, I wouldn't be able to say "No, you see, it was my character that said all that, I'm actually very lovely." to get myself unbanned, because it doesn't really matter if your inner idea is that it's a gimmick if you're still actually saying all this stuff.
And at the end of the day, the Jim Cornette character isn't going to get his comeuppance from a Muslim, a gay man, someone he's wished death on, or any of the groups he's directed his ire at. (Unless we count that one time Sami Callihan spat on him). If it's a character, where's the goddamn payoff? It's an excuse and nothing more to try and get away with saying some truly heinous nonsense.

Plus, the jokes he made at Jim Duggan’s Expense, especially that match from WCW World Wide would definitely be considered “punching down”, since Duggan’s gimmick was “dim witted Hogan”.

Well, I look at Jim like that; he has the records and the memories that people can't understand these days, and his wisdom is beyond value in a world where WWE has homogenized everything and writes the story. However, Jim is also an angry, bitter prick; who says the vilest shit because he knows he has a group of people by the shorthairs because he is the keeper of those memories in a world where more and more people yearn to learn them. So, that is why I think Jim evokes such strong memories, because he could be so much more; he can be a teacher, a giver of memories, a way to teach today about yesterday, and keep yesterday alive; and instead of that, he's an ass.

Or maybe it's that the playbook of thirty years ago isn't what the business really uses today and people have found success doing other things that he thinks are wrong, and his 'hatred' is really just bitter resentment of the industry he spent his life in leaving him behind, and that turning that into hatred isn't actually healthy or good. He's annointed himself the one who knows what things 'should' be, and his last time having the book is not looked upon fondly by a lot of the fans of that promotion.
