Him teasing leaving and then not probably hasn't helped. Either shit or get off the pot. And it wasn't just the one time, either. Every time his contract was coming to an end, he'd get on an interview and say something about either leaving or how much he's disgruntled about his character or whatever was going on and then he'd just re-sign anyway. It's "Boy who cried wolf" syndrome.

Dolph needed to to get out of WWE years ago. Go out, bet on himself, and prove that he was worth more than what they gave him. Then maybe he could have come back with some sort of fire in him. Instead he just hung around, whining about the same shit. He's been stuck on this angst phase for the better part of 5 years now. It's old. Dolph would’ve benefitted so much if AEW was a thing 5 years ago, now I feel he’s damaged goods as far as North American wrestling goes unless he takes a looong hiatus. He wouldn't have jumped. There were opportunities outside WWE 5 years ago too; not AEW-sized, but big enough for guys like Christian and Morrison to risk it, and even though they eventually came back they got the chance to show what they were capable of beyond the McMahon bubble. (Not to mention Cody himself, who didn't have a company waiting for him when he quit.)
