Here are four full-time permanent acts, that were/are hot with the crowds at different points the last few months.
All cast aside for Brock Lesnar and Ronda Rousey.
So of these four, who is the biggest loser heading into Wrestlemania 38? Who has absolutely lost the most and their push is crushed due to them?

I'd say Big E, at least the others have a shot at getting their respective World Titles back at some point. He's an afterthought right now and doesn't appear to be headed back to the WWE title scene anytime soon.

Seth will be a world champion again one day, just a question of when. Due to the shallow pool of women the company has spread across two divisions, Sasha and Bianca will both absolutely get their chances again. We'll need to see if Big E even has the patience to stick it out, but the last time a member of New Day got shunted back to the tag scene after a world title loss he didn't exactly pull himself back in to a fighting position ever again.

The funny thing is, 90% of the roster would kill to be booked as badly as Big E. He's already back to being a flat-track bully in the tag division and racking up wins there.

Big E looked like he'd been completely defeated tonight but still had to put on a happy face. It was very sad to watch, just like his treatment post title loss.

Hands down, Big E!
I can’t fathom the logic of anyone else getting a single vote, a mere five week’s ago he was holding the most prestigious championship in all of wrestling and since then, he lost cleanly to Seth Rollins, had a poor showing in the Rumble and was drafted back to “Smackdown” as a tag team wrestler.
It’s also telling that they made a point to move him back to “Smackdown” a week, or two before the “Raw” in which they held qualifying matches for the Elimination Chamber match at the next premium live event.
To me, that all but proves that he’s so low down on the Vince McMahon’s priorities that he wasn’t even considered to be one of the five challengers for Lashley’s newly won WWE Championship.
At least Seth Rollins was protected by winning via disqualification at “Royal Rumble” and is still in the main event picture, BeLair will likely challenge Lynch at “Wrestlemania”, and even though the last year for Banks has been inconsistent at best.
That is all do her being either snake bitten with the injury bug or having obligations outside the company, that has made her seem like a part-timer as well.

Sasha just because she is SO OVER and has been for SO LONG!! And she was not even on the show AT ALL tonight and there’s been no reports of plans for her for Mania.

Bianca still appears to be set for a title match at Mania, Sasha was injured but is still talked up as a perennial contender, Seth is back in the title picture after 2 years snoozing.
Big E got demoted, depushed and demotivated so fast it looks like deliberate punishment.

I think Sasha and Rollins will be just fine. But the other two, oof. Maybe someday Bianca will recover, but there's a certain irony that Big E and Kofi tagged last night.

Either Big E or Sasha.
Big E because as soon as he lost the title after being the one to take the pin mind you and then lost again on Raw only to then get shipped back to SD to go all backwards in his career to where he is having meaningless tag matches with Garza and Dale Gas.....like that is a hell of a gawd damn drop off in instantaneous fashion.
Sasha on the other hand was unanimously seen as going on to win the rumble and head to Mania to actually win her first damn Mania match and the title but instead was supposedly injured to the point she was going to miss the Rumble only to return and then get completely dumped out like a nobody by gawd damn Zelina Vega in which nothing will come from it at all and then gets teased lastnight about getting her title match only to be used a moment of trolling while the REAL star gets to face Charlotte and leaving Sasha as of now completely iced out of Mania after having what was a direct path to both a rumble and then Mania title win.
If I had to pick I would give it to Sasha just because her path was pretty free and clear and was set to be a complete happy ending for her where as with Big E no one IMO expected him to make it past the rumble so him tumbling back down the card was I think always in the cards it was just a question of how far down that hill he would fall.

The biggest loser of them all is WWE. They're hurting themselves with their piss poor booking decisions and their inability to create new stars.
As far as the wrestlers in the poll go, Big E is the one that's suffered the most. It wasn't long ago that he was poised to be featured as a main event level player, but ever since losing the WWE title, he's been relegated back to midcard status. There's a very solid argument for Sasha too given the reasons above, but I'm personally giving it to Big E here because of where he potentially could've been vs where he is now.

I voted for Big E but honestly it could easily be Bianca too.
She has still not recovered from that utter embarrassment at Summerslam. Getting squashed and looking like a chump like that... I still don't know what they were thinking there.
