For me this is getting into the period where WCW wins on paper, but WWF was delivering so much better storylines that it was more compelling even with less impressive lineups.
However, I'm picking Slamboree just because, in a vacuum, it has more matches that I would be interested in seeing.

KotR looks atrocious until you get to the last two matches. It's still WCW for me, although not by a lot.

King Of The Ring, Undertaker VS Mankind was a a me amazing feud and it being the 2nd HIAC Match made it unmissable as well.
Austin VS Kane was intriguing as well until the Set myself on fire if I lose stipulation.
That made it stupid

WCW again looks better when looking at it on paper 20+ years later but at the time most of those big names that make the card look so star-studded were completely half-assing it. By this point Bret/Sting/Piper/Hogan/Savage/Nash were all going though the motions and just doing the bare minimum to collect their paycheck. Even Giant who was still really young had lost all motivation by 98 compared to a year or two earlier. DDP was probably the only main event level guy who was giving it his all every week.
No one was expecting Undertaker/Mankind to be this hugely iconic thing. Them feuding was actually kind of played out at the time after all their matches in 96-97. WWF as a whole though was just so exciting with the exploding popularity of Austin/DX/Sable and the if Kane loses he'll set himself on fire stipulation would've definitely had be hooked at the time even if it was completely ridiculous so KOTR gets my vote.

We're getting into the period when WCW was starting to lose one of its previous biggest advantages (much stronger midcard stuff). Even if the main event was some terrible Hogan/Piper match you'd still usually have great cruiserweight stuff, a Benoit match, etc. While WWF was filling their undercards with like the Godwinns and Savio Vega.
Now though there is a bunch of really over midcard acts on these WWF PPVs with stuff like X-Pac v D-Lo, Shamrock v Owen, Val v Jarrett and Rock v HHH which a year or two later would be the top feud in the main event carrying the company.

Shoutout to Booker/Hart, Raven/Saturn and Kidman/Juventud but the WWF card is just all-around better
