And no, I don't mean up to the World title scene. But return and be a steady hand in mid-card division? And get some great crowd reactions and be a good fiery babyface?
Could he have multiple IC and US title reigns if he returned? Or is he simply just not good enough?
WWE must've envisioned something in him, to pair him with Cody and Randy.
Or was this guy simple booked way above his talent grade?

Ted looked and acted like a Vietnam veteran from a Hollywood movie who returned ten years ago as a shell of a man. There was no life in him and watching him was depressing.

Personally I tend not to want to see people who steal from those in need on my TV, even if they were an okay early 2010s wrestler.

He peaked as a member of Legacy. Then having him cosplay as his father was the death knell for his WWE run. After that, he turned face and became the guy who likes to tailgate. I didn't get how that was supposed to move the needle, and it didn't.

I could be wrong but I don't think he's wrestled in years. If he had still been active this whole time I don't think bringing him in would be a bad idea as he was a good enough worker and with Cody being such a big deal now there would be a lot of storyline possibilities there with him being the bitter ex tag team partner. Obviously I wouldn't bring him for a stand alone feud with Cody but one of those deals where the heel Cody's feuding with brings in Ted as a lackey.
However with that said I wouldn't see the point and the men's roster is bloated enough as it is anyways. Bringing back released women's wrestlers I understand more because they need depth there where they can be useful for stuff like filling out a Royal Rumble like last week or giving some different match ups.

As a person, guy is the worst kind of crook, as a talent was okay, like Joe Hennig. Problem is before he really hit his stride he'd been on main roster TV for YEARS and the ship had sailed. He was a product of the developmental system when they were churning out robots who knew how to wrestle only one type of match.

Not being protecuted doesn't mean they're not guilty, it means they're rich, famous and white in a state where those things get you out of a lot of trouble, like taking millions of dollars in money earmarked to help the poor. Ted Jr. and Sr. knew they were in no way entitled to money from TANF and the foodstamp program, they weren't even considered for the programs prior to Brett getting a job overseeing them but they took it anyway, while only 10% of applicants who were actually in need were approved for aid. They're being sued for the money but who knows how that will play out.

I've seen potatoes that had more personality than him (it was shaped like a bear.) He was fine in ring but he was just so boring to watch. Looking back i can't think of a single interesting thing he did or a single promo he cut.

There were once credible news stories he was not just set to face the Undertaker at WM but potentially end the streak too. Crazy.
Anyway not on talent but his history could make for something interesting with Cody. Maybe using his money to introduce a new monster to target him and then get out the way, sort of like his Dad introducing The Undertaker.

Ted Jr., like our old friend Joe Hennig, is somebody that would've benefitted greatly from a lengthy run on the indies or overseas before showing up in the WWE. And yes, I know he did a couple months on the indies and in NOAH before he was signed, but I'm talking years. Someplace out of the spotlight where he could cultivate his own skills and personality and not have to worry about the preconceived notions his family name brings. This way when he does show up in the WWE he would have something more to offer then being a failed clone of his father.

On top of that, it's a kiss of death when your gimmick is based off of your dad's gimmick.
The best second and third generation wrestlers are the ones that forge their own identity instead of a rehash of who they're related to.
