I realize I run the risk of sounding way out the loop with this question, but I see this term thrown around a lot these days (usually in relation to the Twilight books/movies) and I've gotta know. All I know is that that Bella broad is one of them.

A character who serves little purpose other than to fulfill the fantasies or desires of the author, usually portrayed as perfect or infallable. Someone the author likely enjoys far more than the fanbase does.

Some easy examples of "Mary Sues": Luke Skywalker is George Lucas. Wesley Crusher is Gene Roddenberry. Stephanie Meyer is Bella Swan.
The term "Mary Sue" originated from a Star Trek fanzine that parodied the female characters in such Star Trek fanfiction stories that were absolutely perfect in all ways, were beloved by all characters and the object of sexual desire by the flawlessly appealing leading male character (Kirk or Spock).

Grant Morrison's character King Mob from The Invisibles, to the point where Morrison believes that if something good or bad happened to the character, it would happen to him, too. it's probably just coincidence, but there's a weird synchronicity to that.

The defininition of a Mary Sue is essentially a character that the series revolves around. Well, not in a "main character" way but more of a "this character HAS to influence everything" approach. They're often made too powerful or dominating (sorta like Triple H against any Raw mid-carder) if its an action story, or the focus of everyone's attentions in a romantic story.
In other words, the character is a model for the author and treats the world as such.

Speaking of Star Wars sues, there was this kid from the Jedi Prince stories that definitely qualified. I've blocked his name from my memory because he was that bad. And the stories are bad enough that many Star Wars fans declare them non-canon (even in the EU).
Talon Karrde in the Thrawn trilogy was also a pretty blatant self-insert of author Timothy Zahn (Zahn even cosplayed as him a few times), but self-inserts and mary sues can be different beasts.
