The title match should always be the last match. I agree. However, out of all of the times it didn't, I'm perfectly okay with Michaels/Taker going on last. There was way too much riding on that match for it to outweigh the title IMO.

As far as HHH contradicting himself, the guy is allowed to change his mind and WWE dvd editors will spin interviews to meet whatever Vince's aims are. If I recall correctly, the 02 HHH dvd came out after Hogan had split and rumor had it, there was heat between he and Vince. I liked it anyway we got it so I am ok with them being semi-main event. They did get the dvd cover and it sold very very well.

It's true. Triple H changed his story. There are two separate DVDs out with different accounts from him. In the earlier one he claims that he insisted the WWE title was so important it had to go on last. Then in a later one he says that he was always against putting the WWE title on last and Rock/Hogan should have gone last. It made a Botchamania episode. Yep In 2002 on "Triple H: The Game" he claims that he disagreed with Rock/Hogan going last because it would reduce the importance of the world title. In 2011 on "The True Story Of Wrestlemania" he says he and Jericho didn't want to go on last. Because nobody ever changes their mind or opinion on something over a 9 year period.

In 2011 on "The True Story Of Wrestlemania" he says he and Jericho didn't want to go on last. Because nobody ever changes their mind or opinion on something over a 9 year period. He has every right to change his mind if that was the case, but it isn't. He said that at the time, he knew that Rock/Hogan should close but didn't speak up. That completely contradicts what he said in the other interview.

No one expected that match to have that type of reaction. I know that I didn't.
All of the focus was on the HHH/Jericho/Steph thing at the time.

The title match should always be the last match. No it shouldn't, the last match should be the match that is the biggest draw. That isn't always the title match in wrestling.

for whatever reason i dont think they were expecting the rock hogan match to have the impact that it did.also at the time i think they thought more people would want the championship to close mania.

It's easy to look back in hindsight and wonder why Rock/Hogan didn't go on last, but at the time no one really expected it to happen the way it did. The focus was on the WWF Championship match. Same thing with 'Taker/HBK at WrestleMania 25.

a world title match should usually go on last but there are exceptions: Rock vs Cena this year, Taker vs Michaels 2 with his career on the line

The logic was that the WWF Title match should go on last every time. I'm inclined to agree actually, but sometimes that just can't happen. I don't think Rock/Hogan should have closed the show but I can see why others would see it that way.
Interestingly enough, shortly after WM 18, Trips said in an interview that the WWE title match should always go on last, yada yada. Several years later in another interview (I think for the True Story of WM dvd) HHH said that he fought to have the Hogan/Rock match as the main event but the company thought the title match should go last. Funny how his story changed so drastically.

So if you have two feuds, one between Hulk Hogan and the Rock, where you turn Hogan face officially and have an epic posedown segment to close your show, or you have Trips and his future wife and the dog and then Chris Jericho.... which would you put on last. Would you have Jericho and Punk go on last this year? And that's a much better even playing field of a feud than Trips Jericho was.

It was more like he didn't change his mind so much as forget there was earlier footage out there of him saying the exact opposite. It's not that hard to say "Well at the time I thought x but now I think y" it came across more as he was lying to cover his ass.

I'm in agreement with those saying they didn't think Rock/Hogan would end up being one of the defining Mania moments. A grand total of zero people predicted the Skydome would lose their collective mind for the Hulkster. It was nothing more than a cool "dream match" that would be the big undercard attraction right up until Hogan walked out.
Off topic, my absolute favorite Jim Ross line came from that match. When Hogan hits the legdrop, JR screams "HE BEAT ANDRE THE GIANT WITH THAT MOVE!" If he calls Rock/Cena, I hope we get a nice little nod to that when Rock hits the People's Elbow on Cena.
