I dont think the problem is with his strength as much as with positioning.
On a thin guy, he can lift them up and slip his head through so that they are on his shoulders much easier with his head free.
On a fat guy, like Tensai and in the video with Heyman, there just isn't the room for him to get his head through, so he can never get them on to his shoulders and square off the balance to lift with his legs and rest on the shoulders.
As other have said, the set up to the move is awkward and it is that, not inexperience or lack of strength, that is really hurting this move when it comes to fat guys.

Is it possible that he botched his admittedly-complicated finisher twice because sometimes people botch moves?
Undertaker used to botch the Last Ride all of the time and there probably weren't 4 page threads about what that all means.

I have heard the opposite. I've also heard the opposite. I read a report just today that said in their last match Punk had been able to scale back on the talking Ryback through everything and Ryback had actually led a large section of the match.

He sure took Steph riding him pretty well I'm amazed at the people who talk about shellshocked as a weak move. When the #1 finisher in the company is a fireman's carry. Any move can be a legit finisher as long as they promote it as such and give it time. With that being said, this is a couple times now that this move has not worked, be it his fault or not. He really should look into a new move.

Heyman looked like he did a great job co-operating with Ryback, who just couldn't get him up properly. Maybe there is something to the muscles for show. Watching the video again, maybe he should just use a standard fisherman suplex.

It's quite possible that they did, but then Ryback wrestled a 15 minute match and was too tired to do it. Why would anyone go into a match without proper cardio? Bryan has always said he trains so he can go 60 min without getting tired which he has done multiple times. Not everyone has the dedication D-Bry does. Why focus on actual wrestling skill when you can get just as over, if not more, on being big as all hell and having a cute catchphrase?
