A few months ago, Michael McGillucutty was barely on TV, and only used on Superstars and House Shows to put over other other low level talents like Zack Ryder and Alex Riley by giving them a "pity win" every now and then.
Axel is in a better spot than he was a few months ago. The Intercontinental Championship needs CM Punk more than Axel needs the belt.
With the majority of the focus being on building Daniel Bryan up as the new possible "face of the company", there's no room for Punk in the WWE Title picture. The World Heavyweight Title would arguably be a bigger step down for Punk than the IC Title would. Imo, it's okay for Punk to go after the IC belt, but the World Title is already established as being the charity belt/consolation prize, and thus it would reflect worse on Punk than the midcard titles would.
WWE needs to clean up its title structure. The actual number of belts they have is fine, but the problem is that whom each belt is intended to be for is muddled. The people competing for the World Title clearly have less star power than those competing for the WWE Title, but kayfabe wise, we're supposed to believe that the World Champion is equal to the WWE Champion. With two World Titles, WWE is trying their to pass upper midcarders off as main eventers. The Intercontinental and United States Championships are supposed to both be " upper midcard" titles, but the IC belt is usually given to bigger names that WWE wants to highlight or keep relevant, while the U.S. Title, for the most part, is equivalent to the European Title or WCW Television Title, the belt for the low level guys to strive for.
The Intercontinental Title should be in the spot that the World Heavyweight Title is currently in. Punk could build the belt up to that point and make it prestigious again so that they won't need two World Titles anymore.
If Punk rebuilds the IC title, WWE can clean up its titles. Get rid of the WCW leftovers and replace them with new or revived WWE-created titles.
Punk can hold the title for a few months, raising its profile, and then when he does drop it, the person he loses it to will be put over huge. Beating CM Punk for the Intercontinental Championship will mean more than beating Kofi Kingston for it.
Plus imo, Punk dismissing the IC belt as irrelevant to him would be contradictory to all his talk about wanting to bring change to the company.

All of Punk's talk about bringing change to the company also specifically involved him being on top of said changed company, so no, it would make sense for him to not care about it. Plus, the dude held the WWE title for 400+ plus days, why would he, in character, want the IC title after that?

Thats a darn good card up there, if true. Hope Natalya or Naomi get picked to go at AJ if they're not going with Kaitlyn. I don't think Bryan will beat Orton as its too soon for the angle, but man oh man Ziggler as the US Champion and Punk as the IC Champion? Not sure any title change will happen, but those two results have a good ring to them and would definitely shake things up in a really good way.

Punk could challenge Axel for the Intercontinental Title as a way of sticking it to Heyman. Make it a No Holds Barred match and have Heyman (and possibly Lesnar) screw Punk. That way the title stays on Curtis without hurting Punk's image and further drives the feud.

I think because of Night of Champions and the "all titles will be defended" theme, I think WWE feels that having their top stars go after the midcard belts is the only way to get them onto the show.

So, is the IC title not going to be defended? Why would it be defended on night of CHAMPIONS? I don't see any reason. Pretty awkward tho, i guess Punk is winning so that's why.

Then they should just let Punk win the IC Title. Sure the belt may seem like a step down, but imo the worst thing that can happen to Punk is for him to become another Sheamus, Ziggler, Show, Kane, etc. directionless, interchangeable uppercarder who has random matches just for the sake of being too big to leave off the show. Defending the IC Title in decent feuds might've been able to save him from that fate.
