The only way John Cena would be heel is if he just walks around wearing long tights, a baggy shirt and singing like Jillian Hall.
Even if John Cena goes the Kurt Angle route of making disturbing comments or engaging in odd behavior, there will be those adults that think they are cool for cheering him.
Crank up John Cena's annoyance level and you have a super heel.
Unfortunately, it would also mean the end of the guys career too.

I could easily see people taking this too literally and start having actual riots in the crowd. I don't think wrestling fans are so pasionate about wrestling they'll start an actual riot with a bunch of children present over a wrestling character...at least I really really hope they're not.

If he ever turns heel, he should magnify to the nth degree everything that gets him booed now.
Make him THE corporate shill that talks about Twitter and Tout during all his promos to a ludicrous degree. Pump up the whole Marine thing to the point where it gets offensive because, deep down inside, he knows he's not a marine but that doesn't mean he can't use the label. Just have him go overboard with it.
People don't like his Fruity Pebbles clothing and the jorts? Have him come out with a new shirt every week, have him actually change his shirt as Raw progresses. He'll start out the show wearing a Blue Cena shirt, have an interview with a Black Cena shirt on, and wrestle his match wearing a Green Cena shirt.
Have him go on an unbelievable winning streak, just using the AA and not the STF. Make it a death move again, where no one kicks out of it.
Have him do a movie and make it seem like the most important thing ever. Want people to hate him? Have him interrupt a match so he can present a trailer.
