No, though that's only because Flair exists.

Chris Jericho is a hell of a lot more overrated than The Rock is
Actually there are a bunch of people who are a lot more overrated than The Rock, but Jericho was the first to pop into my mind for whatever reason

My vote would probably go to C.M. Punk. Promo-wise, he's a one-trick pony, and that pony's nothing special. If you've seen one Punk promo, you've seen them all. He's also sloppy in the ring, has a putrid body, and has never drawn a dime. He's no better than The Miz, and in some ways is inferior.

His in ring work i hated even more so, when was in the ring with a wrestler who was more talented, he could put on a good match but with lesser talents, i cant recall a single great Rock match that didnt involve Austin, Undertaker, Foley or even Triple H (as much as i dislike him too). Im sure his fans will probably slaughter me for this, again im not denying how popular he was, but his in ring ability and promo ability, are they perhaps the most overrated of any superster of all time? Uhh, when the hell did The Rock and Undertaker have a good match? Their matches have always been awful, it's a bizarre form of anti-chemistry. Also, Rock was dynamite from 2000-2002 in the ring, and had damn good matches with a lot of guys. The Rock and Taker never meshed real well, but they had a couple good matches. Besides the triple threat with Angle at Vengeance 2002, they had a pretty good match on Raw in September/October 1998 and again in August/September 2000.

Absolutely not. Even accepting all of your points from your post, which I don't, he isn't even the most overrated wrestler you mentioned, let alone most overrated of all time.

And back on topic, my answer would probably be no, and if pressed on who, I'd say Sting.

I'm not even a fan of the guy but he should be on anyone's shortlist for GOAT.

Okay, but...If he's not, who is? Vacant is. Say what you want about Randy Orton being a ratings killer but Vacant is the real ratings killer. He has X-PAC heat with the crowd! I was so relieved HHH became the WHC again during the reign of terror that's how bad he is

Okay, but...If he's not, who is? HBK. In the sense WWE wants us to believe he's the greatest of all time. His ring work was great, sure, but he was lacking in look (great for a male stripper, but not so much for a wrestler) and promo ability. lol @ lacking in promo ability. I'll concede the look arguement, but damn HBK could work a mic. Montreal 2005, 97 DX

I have never been a fan of the Rock and I think he's the poster boy of forced, unorganic pushes within WWE... and I STILL consider him one of the most charismatic pro wrestlers of the last few decades. He's more than earned his fame and success. Okay, but...If he's not, who is? That's a tough call. Triple H is basically what we'd get if the biggest promotion in the business spent a decade trying to pretend Chris Jericho was as a big as star as Hulk Hogan, but then, he's got plenty of detractors too. I'd also nominate Ric Flair, as a guy at best marginally more popular and iconic than Bret Hart, but WWE and smarks alike try to perpetuate the myth that he's somehow a name on par with Austin and Hogan.

He was never amazing sure but when it comes to fiery babyface promos, there are few better.

Vacant is god Vacant has been around since the beginning of wrestling, is immortal, held every major world title, been undisputed champion many times, been to every promotion, and he only got noticed last September. That's so overrated. Plus nobody likes it when vacant holds a title we always look forward to the new champion!

If you ask who all time greats are, HBK might come up, but if you ask who the all time great promo guys are, HBK never comes up.

He maybe not as good as those you mentioned, but he is usally mentioned right after. I don't think it took him a long time either. The Rockers never really had much mic time.

The Rocks rise to the top is actually an underdog story in that crowds initially despised him and the locker room kept telling him he just doesn't have it. Compare to HHH who, although I wont deny is over, is where he is (or where WWE well *tell* you he is) due to power and narcissism, not due to crowds the world over loving him. The Rocks popularity is the most organic thing going.
