If we're talking ALL TIME, then that's A LOT of wrestling history to go through. All things considered, when looking at just over a century, the bulk of this thread consists of names of the last 15 years or so.
Two names immediately spring to mind:
Larry Zbyszko - Perhaps the most forced champion of all time because Gagne wanted to put the belt on someone he knew wouldn't abandon the company so he threw it on his daughter's husband. Prior to that, he required the last great years of Bruno Sammartino to get anyone to acknowledge him, and the fact that he took Larry to such marquee heights is more of a testament to Bruno's legacy than Larry's own. Following that you have mediocrity for years, the distinction on being at best the third worst commentator in Nitro history, and the only reason he's still spoken of remotely highly today is because Scott Hall really made him look like a credible legend in their late 90s feud.
OK, I'll also concede he's the second best rapper on The Wrestle-Rock Rumble. That's it though.
Otherwise:
The Fabulous Moolah - Not even factoring in her qualities as a person, is there any more artificial legacy or inflated "legend" than her's? Can you point out a single good-to-great Moolah match? Or a moment her talents really warranted the acclaim she'd been trotted out time-after-time with? I mean, Mae Young legit had a great match with A BEAR. What's Moolah really ever done?

His promo's are hit and miss for me (moreso miss), but I always hated his ring work and that stupid elbow.
