What's so stupid about it? Unless he thinks WWE shouldn't have allowed the NWO onto Raw in 1998 had the roles been reversed, he's right. WWE wrestlers showing up on WCW programming without leaving WWE first (or WCW wrestlers showing up Raw while still part of WCW) would have been huge. Would you really let DX run riot over your TV programming? They wouldn't have run riot. WCW security would have prevented that. What they should have done is open the doors, let them into TNT programming and have Bischoff say something like "now you're on a show that people actually watch!". Would have been massive for WCW to call their bluff.

Triple's H point was that WCW should have let DX onto Nitro, even if only to have security quickly remove them, to add something exciting to their show. Instead, only DX got anything out of it. It's funny because two years earlier, WCW turned the WWF's "Billionaire Ted" skits into something positive by having Scott Hall reference them when he showed up on Nitro.

Nitro hadn't started yet. Even if wcw had let them in, they'd be coming into an empty building.

TNA did try it. Everybody laughed at them. Seriously? When was this? I'm guessing they used a go-kart rather than a tank or went to the wrong arena or something ridiculous like that.

Voodoo Kin Mafia, in 2007 I think. Billy Gunn and Road Dogg went to like, house shows I think? They tried to "invade" the shows and drum up interest for TNA but it was a complete failure.

It involved Billy Gun and Road Dogg when they were the James Gang shooting on HHH and going up to a WWE live event as I recall. They were called the Voodoo Kin Mafia (VKM) after Vince McMahon. They declared war on HHH, HBK, and Vince McMahon--using their respective real names. They claimed new DX sucked and, as I recall, randomly went around Stamford, Connecticut on foot calling everybody out. They were essentially claiming that they were the real DX.
