Hell in a Cell 2009. They were advertising their Super Smash Bros.-esque video game. But, the reasoning for this simply boils down to the fact that WCW sucked and did everything stupid, while the WWE knew how to properly utilize anybody and everybody they brought in... clearly ignoring the fact that there were plenty of godawful RAW guest hosts and this year's celebrity induction made only one cameo appearance on WWE TV... in 1999.

Wait a minute, Scooby Doo showed up on Raw? how in the hell am I only just finding out now? It was pretty awesome. Sin Cara, the Van and Scooby on the screen all at the same time should have been a Wrestlemania Moment All that was missing was lucha speaking Cena.

Speak for yourselves. As random as his appearance was, Chucky had an awesome Hollywood heel promo. Plus, who doesn't want to see a movie directed by Chucky starring Scott Steiner like he said?

Rick Steiner called out Chucky and tried to fight hum. All the rest of this is comedy. Hell the turtles was LITERALLY a crowd shot surprising to see people bent out of shape about that.
There is revisionism about WCW but let's not try to pretend that that wasn't a terrible move.

It was pretty much akin to a camera shot of a team mascot after a commercial break.

1: Chucky: Hyped up for weeks with his laugh being heard in arenas. He finally shows up and has a promo with Rick Steiner that implies they're going to have an angle. Nothing happens.
2: Scooby Doo: He shows up as a form of cross-promotion to hype the Scooby/WWE cartoon. It's not a dog; it's clearly a person in a suit, which is less ridiculous than a talking doll (Rocco was no better). Scooby shows up for one segment involving midcarders during a period marketed toward children.
3: TMNT: Showed up because their brand was sponsoring the PPV. All they did was dance in the skybox for a minute or two. They were not part of an angle and did not even enter the ring.
4: The Muppets: Showed up to promote a movie after one week's notice and were mostly involved in throwaway comedy segments. Also appeared during a period marketed toward children.
5: Grumpycat: Is a live animal and also was used for throwaway segments.
Moral of the story: Dragon Dragon would destroy them all!!!

Also, nobody's saying Chucky was a good move. If you got that impression from the OP, you totally missed the point.
The point is, WWE does goofy shit like bringing in outside characters for the sole purpose of promotion. Regardless of the actual content, it's the exact same tactic. It's fine to make fun of WCW because the Chucky stuff was moronic but WWE themselves would do something similar well over a decade later. That's the point. Regardless of what you personally thought of the segments, that's hypocritical.

I will not stand for anyone comparing WWE's usage of The Muppets to WCW having Rick Steiner seriously calling out Chucky. Yeah. The fact that WCW booked Rick Steiner to seriously get his ass verbally handed to him by Chucky... That was almost as idiotic as them booking him to kidnap himself.

I just want to weigh in to agree that the Muppets Raw was incredible. Also, at least WWE's never had a fictional character have to bail out one of their top faces. They've done some stupid shit with crossovers but they haven't hit full Robocop. I still say MacGruber was worse.
