On one hand, I can see him seeing people "waiting for him to pick them instad of getting after it", but tahts' because the opposite is people who do just go out and get over, who the company hasn't already decided from jump are going to be "top guys" wind up either getting fed to the "right people", get no air time, or go unused for weeks at a time.

Thus, people don't want it bad enough to say "Well, if it works and I get over the company decides to run with it, I'm good, but if they dont' want to, then I'm out of a job"

Vince doesn't just want you to get over.

He wants you to lay a swath of destruction across the locker room to do it.

To him, you become the man by bending the rest of the locker room over, violating them, and making themselves shit with fear at the idea of looking at you wrong.

You politic your way to the top, and you get the people who cross you fired.

That's Vince's vision of "The Man".
