I don't usually do 'fantasy booking' but ive thought of a few ideas that would have been a lot better than what they ended up with (in my opinion anyway, everyone else might disagree)

For example, instead of just lazily having former general managers come out to line up on the stage, why not have Kurt Angle come out to make a match/announcement only for Eric Bischoff, John Lauranitus and William Regal to come out one by one and give Angle some advice?

Instead of just having The Revival lose to Anderson and Gallows in sixty seconds, why not have them interrupt the DX/Scott Hall reunion and insult the legends of the past? Balor Club then comes out to defend the legends only to be attacked by Sheamus and Cesaro. AJ Styles makes the save and Triple H announces an eight man tag. The Club win and then they do the big group too sweet with the Kliq after the match. This would get a lot of people on the show (including the current WWE champ who only appeared in a backstage interview), would give fans a 'full' Club reunion and would accomplish the same thing they did anyway (Kliq endorsing Balor Club)

The female legends could have been featured on the Peep Show or even The Highlight Reel to get their predictions for the womens royal rumble. That would get the womens appearance and an appearance from Christian/Jericho all in one segment. Maybe even have a quick showdown with Alexa Bliss and Trish Stratus or something like that (Trish could have announced that she will be in the rumble)

Titus Worldwide could have introduced a legend as a guest member for the night. MVP could have been a could fit to manage them for one match

Brother Love could have come out to ramble for a minute or two before Undertaker arrives and gives him a quick chokeslam/tombstone before delivering that promo

Those are just quick ideas and I know some people will have better ideas but I really don't understand how Vince and co couldn't come up with something better than having legends briefly appear on stage

I'll be honest, all of those sound really cool and I agree with your overall point. The show didn't even feel like the specials from before, it felt like an episode of Raw with legends thrown in with a side of WM HOF drink breaks.

The embodiment of all that was the segment at the end with all the legends. Kurt should have been trying to get them to come out with him but refusing because...well, would you? But it came off weird because, yes, if Braun Strowman, Kane and Brock Lesnar were going to fight with one another, I'd want Bruce Pritchard, Harvey Whippleman and Teddy Long backing me up to stop them.

Each of those ideas are better, more creative, and more productive than anything they did on Raw25
