Currently I'm picking Finn Balor. To quote Jim Cornette, "if this was a movie, you'd be cast as the best friend." Finn just can't cut the mustard brother. I need to see Finn as a heel and how they treat him before I fully write him off in regards to being a lead guy
He has the entrance, the look and the crowd is still in love with him when he has no real direction
Baron Corbin gave him a little tykes playhouse and called him a tiny bitch. Finn then smiled and took it like said bitch. I don't believe in Finn.

As much as I think Jeff Jarrett got s*** on more than he deserved, ideal world champ material he wasn't. Guy could talk pretty well, had a solid look after he cut his hair, and with the right person could put on some entertaining matches, but it never felt right when a company put the world title on him. I can buy Jarrett as a Chicken Shit heel champ everyone wants to see get beat up because he keeps weaseling his way of getting beat. From what I understand the problem was he was being presented as way to credible and held onto the title for WAY too long when he had it in TNA

Owen Hart.
I love the guy to death(no pun intended) but outside of the 94-96 he would of looked out of place in the WWF Title seen. Great in the ring, good chicken shit heel but looking back a lot of his matches had the same formula and that would have made any World Title feuds get stale quick.

What should be have done, broke script and gone off character in the middle of a live three hour TV show? I get he doesn't move the needle for ya but using a scripted bit like that on a Vince McMahon booked show as reasoning is baffling to me.

Ronnie Garvin. Fans liked seeing him fight Flair chasing the title. It turned out they did not want to see him win the belt.

There's a difference between the fans liking you and being the guy.

There's a difference between the fans liking you and being the guy. Fans liking you fits into that IT factor that can help him be the guy
Despite it all he still has the love so his IT factor has not faded....yet. It's to be determined

Him still being as over as he is even though they did f*** all with him tells me Balor does have "it."

Shelton was another one back in his first singles push. Even before he had his Momma, it was clear he didn't have the extra oomph.

That's not necessarily true. Fans can like someone in a certain role, but completely turn on them once they're pushed past the point of fans perception of their abilities/skills/likability/etc. A good example of this off the top of my head would be Kevin Nash. Fans tended to like him enough to see him play a co-starring role in a main event setting (i.e. Outsiders, NWO, world title challenger, and so on), but whenever he became the focal point (i.e. 1995, 1999), business tended to dip pretty significantly. He never managed to project the main event star presence he needed to reach any sort of Hogan equivalent.

It got annoying. Benoit was a guy that I didn't see having that "it" factor either. But will say that the fans did come around on him in a big way. Shelton is another one, as is John Morrison... always liked them, and always thought they would be moving up the card quickly.

Test. I know most of the internet thinks he sucks, but I’m not one of them. Obviously his charisma/mic skills held him back but to me he had everything else. I think Terst had protential to be a top star for the WWf/E, but a certain someone had to f**kin' go over....

I think KUSHIDA fits this.
He's an exceptional wrestler, and is nearly as dependable as Hiroshi Tanahashi. He's a terrific babyface and is always over. He's a proven junior heavyweight ace. He's everything you could possibly want in a world champion. He simply doesn't quite have superstar levels of charisma and crowd connection.
Now you compare that to guys like Hiromu or Shingo, and look at how those guys jump off the page.

See Goldberg when he beat Brock to a bunch of applause and once he beats KO the fans turned on him fast

He also refused to work with Marc Mero. Austin refused to be called Chilly McFreeze. Everytime he was pitched something that he didn't liked, he had the shit changed. If you're not gonna stand up for yourself then nobody will.

You can only stand up for himself if you are a all-time big star
