Say what you will about work rate, rapping ability, or whatever else. Both of these teams were over at one point. Cryme Tyme was over at times when there was a pretty depleted tag division and I believe they still had two sets of belts and some point during their existence. Enzo/Cass had more competition as there were more good teams around, but they were white hot there for a while.

I'd say Cryme Tyme because both teams were hugely over but Cryme Tyme could actually wrestle.

Cryme Tyme because of how over they were and being the only legit tag team for a lot of that. Never made sense.
Enzo and Cass probably would have gotten it at that Wrestlemania if the Hardyz hadn't come back. But given their reputation backstage I'm not surprised they weren't willing to bet on them.

Definitely Cryme Tyme, though it's disappointing that both teams did not get a run with the belts.
Both teams had a heel turn that did nothing for the guys involved.

E&C all day. Say what you will about how they turned out, but yes they were super over and WWE just never pulled the trigger. Total waste, IMO. Yeah they weren't great wrestlers, and all catchphrase sing-along, but so were a certain other team...oh, you didn't know who I'm talking about?
Wasn't watching when CT were around so I can't comment there, TBF....

Cryme Tyme. When they first debuted, they were the most over team in a division with the following regular teams: Cade and Murdoch(jobbers at that point), The Highlanders(jobbers always), Haas and Viscera(...), and Crazy and Duggan(huh?!). Who were the Champs? The Spirit Squad(...), Flair and Piper(well, ok I guess...), Edge and Orton(for the DX feud), Cena and Michaels(who were feuding), and The Hardys(who were a special attraction). Proof that the belts didn't matter.

Cryme Tyme for sure. Anyone who gets fired then soon after rehired has to be an act the company sees money in. Eddie, Jinder, McIntyre, Bryan. All got rehired and elevated significantly. Cryme Tyme? Got rehired and continued to never move up.

I don't really know much about Cryme Tyme, but Enzo and Cass got screwed by the Hardyz return. WM 33 would've been the perfect night to put the belts on them, because that crowd was hot for them.

Cryme Tyme not just because they were over, but also because they were one of the only legit tag teams during a such dry period for the tag division. There really wasn't much of an excuse to not put the belts on them.
At least Enzo & Cass were in a bit more of a populous division where there were other options available.

Same reason for me as well. I think they realized just how bad and green they were. Their reputations probably weren’t helping them that much by the time they might have considered giving them a run. They still gave Enzo a run with the cruiserweight title which I know was done because he could talk but yikes.

And that was all just Raw. On Smackdown, London and Kendrick just beat everybody, because the quality of competition was the friggin Teacher's Pets...
