While he did have a Hall of fame career, Scott Hall comes to mind as someone who could been World Champion if personal demons didn't happen. I'm sure I came come up with a long list in time.

As said way before when he got accused, he should have just went home and let shit play out. WWE would have brought him back shortly after his name got cleared but he wanted to be angry about a predicament he got himself in

Honestly think if Enzo wasn't such an idiot and at least became Rock-level passable in the ring, he would've been their biggest star. I wouldn't even say big star, more so just a marketable in a way Cena and Miz isn't. Enzo can grab a demographic and you can throw him on TV to say something stupid but not cross the line
Making the guy of the CW division was a good move as it gave him shine and allowed him to work more while also helping bringing a little more attention to CW's but no doubt he would have been back on RAW/SD as either a singles midcard guy or even tag team or manager work
His potential as far as long term employment and what he could bring was big

The entire power plant guys. Although I can’t blame them if their coach, Buddy Parker was a joke of a trainer. It got so bad that they had to be trained again.
Davey Richards. At one point he ruled wrestling outside the wwe. He was a dual star in both ROH and New Japan. In my opinion, there was a time that Davey was the most over gaijin for a period, more over than Devitt and Anderson, before he selfdestructed and no showed a tour by lying about a car accident. Davey could’ve also been in nxt before it became a phenomenon but he sabotaged the match.
There was a time that everything Davey touched turned into gold, but now it turns into shit.

I feel like this one is obvious but: Marty Jannetty. I wouldn't put much stakes in him as a potential main event player like Shawn, but he could've settled himself nicely in an upper mid-card role had he kept himself out of trouble. It seems he was already moving into that role during his '93-'94 run.

This might sound nuts but Rob Van Dam. It's bizarre that a guy who is a grand slam champion in WWE, won the TNA world title, and all sorts of other belts would be someone that wasted his potential, but RVD really could have been the biggest star in the business. It seemed like he would always do something to piss someone off in WWE (busting guys open in 2001, damn near killing HHH at the EC, the pot deal as WWE champion).

Dynamite Kid. Obviously the back injury wasn’t his fault, but he was probably going to self-destruct one way or another if he had stayed healthy. As influential as he was, he could have been even more.

Lol, no. Anderson sure, as he was still early in his NJPW run, but Devitt? Already beaten Marufuji and de facto ace of the Jr. division Devitt? Uber-popular tag-team wrestler in Apollo 55 Devitt? No way. And not forgetting Giant Bernard was also there and he was over as heck. Davey wasn't that over. He didn't main-event smaller-ish shows like Devitt did (Devitt defending the title in Korakuen Hall at that time was a guaranteed full house at the time) and spent most of his time as "a CHAOS Jr. Heavy gaijin mercenary" and nothing more than that. Just a warm body for Devitt to roll through a few times during his reigns.

If you believe the rumors of his attitude JT Dunn is another guy who could be on the path to being blacklisted for just being too into himself
