By a long way. Brought in with a huge amount of hype, complete with legit press conference to announce his signing, with the intention of being Rey's long-term successor, and was a punchline within a couple of weeks, never to recover.

He might not be the absolute #1, but you know they were prepping Lord Tensai for a big main event monster run when they brought him back.
Really, the three punch of Tensai/Kharma/Sin Cara OG as Hunter's initial flurry of high profile signings once he started getting more control over the rosters might take the cake, with all of them failing to live up to the hype for one reason or another.

Sin Cara by a mile. Runners up Karma/Kong even through that was down to bad luck/timing and Del Rio who had a decent WWE career but the accolades they were throwing at him and the way he was protected showed they obviously wanted him to be a legend but due to poorly timed face/heel turns and his poor attitude/demons on the way out he only ever ended up a moderately over upper midcarder.

You really can't include Kharma in these conversations as "bust" indicates so sort of failure on the performer's end. Kharma never failed. Kharma never happened. She has exactly one official on-screen match in her WWE career (her Rumble guest appearance) and that's absolutely it. Yes, she had vignettes, but she never really debuted, had matches or really any sort of angle that got past the introductory phase before the second step. She was in no way a bust.

I dont think calling someone a bust implies failure on the performers part. It can be the performers fault like Sin Cara (mostly), the companies fault like Tensai, or bad luck with injuries like KENTA,
