Sin Cara. Came in with a ton of hype, skipped developmental, was a botch machine, got popped for wellness, ultimately washed out and if I’m not mistaken is nowhere near his previous levels in Mexico these days. No one even comes close to this goober. Guy sounds like a real prick. Didn't Jericho or somebody also say he refused to learn English? Mistíco himself has admitted he didn't want to learn English:

Tensai--gave him wins against Punk and Cena and then got cold feet on him real real quick.
Enzo+Cass-- came onto the main roster with great momentum and energy and blew it amazingly fast.
Mistico/Sin Cara--really should have taken/been given time to adapt his style to WWE. He underwhelmed from his very first appearance.

The Nexus. It could’ve been the hottest heel stable since the nWo, but they were kneecapped as soon as Cena started dominating the feud.

He wrestled in Japan while still actually working hard to impress people and get himself over, by the time Mistico got to US he'd bought all the hype that he was a legendary, once-in-a-generation talent.

Honorable mentions
Curtis Axel came in with Heyman, immediately won intercontinental gold and wins over hhh and cena and then failed.
Bo Dallas won nxt gold and came in with a lot of momentum like the bolieve movement and such. Could have been a quality heel act and just fizzled
Fandango. Won his debut match at mania against Jericho had the fandango dance craze become a national sensation and kind of went nowhere.
Tyler Breeze had a lot of cool heat in nxt and unique presentation with standout entrances and then went nowhere fast.
Ryback. Bad booking from wwe to protect punk but then failure of ryback to recover and reinvent himself.

Ryback from a completely wasted potential perspective.
Lars Sullivan from a train wreck that keeps getting worse perspective.
Ironically two of them become bigger busts every time they talk, and one became a bust because he wouldn’t talk.

In the 90s it was probably Ahmed Johnson, in the 2000s it was Kennedy, but how about this decade? Probably Lars? Lars had zero hype and has absolutely no potential, you have to have it to be a bust. I's either Roman or Sin Cara, Roman was supposed to be Cena and Sin Cara came in touted correctly as one of the greatest luchadors in the world at the time. One's now Randy Orton and the other has a legacy that includes a penis shirt and 60s Spiderman. Honorable mention to 2011 being the biggest potential WWE had to break out in years and it ending up as a 2003 RAW episode with HHH with a win over Punk fighting 200 y/o Kevin Nash
