On paper, this isn't the worst idea. 10-10:30 could be the unsanctioned, hardcore part of RAW where they can fool around with more cinematic stuff and maybe feature some lower card guys.
As it is, I think it'll be dropped with no explanation

I don’t think there’s literally even ONE thing WWE can do to turn things around for them. I mean, we talk about logic and continuity and character development and all that stuff, but if they’re so far in the hole that nobody has any character, nothing makes sense and things get dropped and re-arranged one week to the next, where do you even START fixing that stuff? And how do you expect the average fan to ever believe that you’re turning the corner and stick with you week after week if you ever DO start doing those things again? Long-term fixes require a long-term investment that fans aren’t going to give them, so we end up with all this stunt booking like “Oh, look, an underground fight club!” and “Who are these mystery people playing Molotov Cornhole?” in the hope that SOMETHING clicks. They looking for short-term fixes for long-term problems. And this is going to be the cycle until Vince retires and/or dies. There is one thing that will instantly start to help WWE: long term booking. You answered your own question. The ratings will stay low for a while. They need to bite the bullet, deal with it, and stop stunt booking anyway. Point is, that trust can be earned back. It’s going to be slow.

If WWE can commit to long-term booking that isn’t just “this duo wins every single title they can and stomp everyone along the way”, they may get somewhere. Once they can start hitting the sweet spot between "Our heels are ineffective because the babyfaces always outsmart/outfight them" and "Our heels are so strong that nothing the babyface can do in revenge can justify how much the strong heels pissed me off so I just want them gone completely" regularly again, we're golden.

If WWE can commit to long-term booking that isn’t just “this duo wins every single title they can and stomp everyone along the way”, they may get somewhere. Once they can start hitting the sweet spot between "Our heels are ineffective because the babyfaces always outsmart/outfight them" and "Our heels are so strong that nothing the babyface can do in revenge can justify how much the strong heels pissed me off so I just want them gone completely" regularly again, we're golden. AEW seems to hit that magic spot decently. Their top good guys look strong, but not too strong (Moxley, in particular, who takes his licks from the heels, but still manages to look like an asskicker in the process), and their villains do have their strong moments, but ultimately do get their comeuppance (Inner Circle running roughshod on the Elite, only to lose to them at Double or Nothing).

The faces should be slightly smarter in the end, though. They need to have the funnier put downs and the heel should be embarrassed. And they need to go back to having the heroes get out of the ring when a gang of heels rush them, or have other faces come to the rescue. Like almost every other promotion.

So my takeaway from that footage is that we had five masked guys in some vague faction. Clearly this can mean only one thing...the return of the Spirit Squad.
