Hogan vs. Andre is the capstone of the Vince McMahon's version of wrestling no doubt. It's an amazing spectacle and the most important moment in the most important time period in the company's history. Wrestlemania 1 caught lightning in a bottle. Wrestlemania III solidified the WWF as a permanent fixture in the entertainment world.
Best is hard to describe. What's funny is that I don't think 1997 is a very good year (though it heated up at the end), but probably the two matches that have come closest to perfect in WWF/E history happened that year: Bret/Austin I Quit and Shawn/Taker Hell in a Cell.

Cena/Punk on Raw for the #1 contendership at Mania is up there. The 2 of them trying *anything* they can think of to put the other away was a master class in wrestling psychology

Taker/Michaels at 25 has taken the title from Savage/Steamboat at 3 in the “considered” category. And who decides "considered"? Because to me that just sounds like WWE rewriting history with their franchise players. In some ways, that's fair though. Michaels/Taker at WM 25 is the match that WWE holds up as their peak in-ring spectacle, and it's also two top notch wrestlers who are heavily identified with the promotion. WWE has a lot of reasons to push it as one of their best matches, and lacking the interference in Steamboat/Savage gives it a slight edge for viewers coming in cold. So...yeah, it's a Marketing Thing, but there are also much worse Marketing Things than pushing a match that holds up pretty well from a few different angles.

Hogan vs Andre is probably #1. Rock vs Hogan I'd put at #2. Gimmick Battle Royale is top 5. WeeLC is top 10 and I'm not even joking. I certainly wouldn’t put it in my top 10, but WeeLC is legit one of the funniest matches I’ve ever watched in my life. I f***ing cried during that match, and actually got a chance to meet Short Sleeve Samson a couple months later and told him how f***ing fun I thought that match was.

- Hogan/Andre - Austin/Bret - Taker/Shawn
Those are the ones I see thrown around in terms of what’s “considered” the best wwe matches ever.
My personal fav is Austin Vs The Rock at WMX7.

Yeah, I took the question as "What's considered/elevated by the company as their best match" which has changed over the years. I grew up during the Attitude Era and even as late as 2000/01 the match presented as the company's proudest achievement was the WM12 Iron Man. It was the centerpiece of so many highlight packages along with the "the Boyhood dream has come true" soundbite. Always had a hard time renting that tape as it was rarely in stock, probably because of its reputation. Before then it would probably be Steamboat/Savage, but Andre/Hogan was the bigger deal and more emblematic of the time. For a while it looked like the WMXX triple threat and the Eddie/Benoit celebration would overtake it until the Benoit tragedy occurred. Austin/Hart was always heavily featured/praised also. Now I'd say it's Taker/HBK at WM25. The spectacle, match quality and influence in western wrestling it had is hard to argue against (for better or worse).

I think Andrade/Gargano is up there for me. It's my favorite NXT match ever and I was definitely not expecting it to be at that level going in. That's my #1.

My personal favourite is Bret versus Perfect at KOTR '93, but if we're talking in general then the first one to come to mind was Bret versus Austin at WM XIII.

Shawn vs Razor ladder match at Wrestlemania X immediately springs to my mind. More recently I absolutely loved the Tyler Bate vs Walter/Gunther match at NXT UK Takeover Cardiff. Top class!
