It's 11. The best match was Diesel vs HBK, and the second best match was LT vs Bam Bam. Nothing else on the show was even decent.
27 had Taker vs Triple H, Cody vs Rey, Punk vs Orton, Edge vs Bertie, and the Miz video package.
32 was worse than 27. 32 had 2 good booking decisions, with Ryder winning the IC Title and Corbin winning the Andre. The rest of the night was filled with baffling booking decisions (Charlotte wins when the story called for her to lose, New Day and AJ Styles lose for reasons, Shane vs Taker is a slow plodding match that isn't overbooked and Shane goes toe to toe with Taker), and a terrible main event where the biggest highlight was Steph.

Nothing is worse than Wrestlemania 4. They could run restlemanias every week for a year an they'd never be as bad as 4. I genuinely love Mania 4. Battle Royal, stupidly big tournament, lots of Macho Man, title changes, Tito Santana looking like an idiot*. It's all there! *Seriously, watch the end of that tag title match and say Rick Martel didn't have a good point to make the next year! Oh and The Magnificent Muraco! Twice! Yes the wrestling itself was no great shakes, but WM4 I give a pass for the historical implication of the WWF title being vacated for the first time. And totally agreed on the tag team titles. If Tito didn't distract by going after Fuji, they may have not lost.

Meanwhile WM11 had only seven matches, which is the lowest match count for any WM. Mania 12 only had 6 matches (though for obvious reasons) -6 Man Tag of Faces vs. Camp Cornette -Hollywood Back Lot Brawl =Austin/Vega -Warrior squashing HHH -Taker/Diesel -Iron Man Match No, not counting the pre-show matches here.

I’d argue WM 32 was way worse. 32 made me give up WWE for the first time in over twenty years. It wasn’t just that the show itself was bad, it was that so much of it ended up being rendered meaningless either almost immediately or by the next night on Raw. Jericho beats Styles, but Styles becomes #1 contender. Undertaker beats Shane, but Shane still gets to run the show. League of Nations win thanks to Wade Barrett, then they kick him out the next night. They also get beaten up by the real stars from the Attitude Era. Zack Ryder wins the IC title, loses it the next night. Ambrose and Lesnar have one of the worst matches in either of their careers, as well as one of the worst hardcore matches in recent memory. And let’s not forget that this was deep in the “Most hated babyface in the business” part of Roman’s career, and having him wrestle for nearly half an hour and walk away victorious was probably the worst way they could have ended the show. I always call that the out of continuity Mania. like everything acted like something else happened. like you mentioned Shane got what he wanted, Zack loses the title immediately, Styles is the number one contender after losing a major match, Wade getting kicked out of the League after helping them win. but also Ambrose and Lesnar the commentators acted like it was some massive drag out brawl and Ambrose took Brock to "The limit" where... like nothing really happened? and of course they still heavily pushed the everyone loves Roman!

Steph's pre-match Rita Repulsa speech is a highlight. ("Bow to your king, the King, of Kings!") And for me the women's triple-threat is the clear standout of the matches. I understand people being annoyed Charlotte won, but I don't think it takes away from the match's historical significance.

I find the Sheamus v Bryan thing here hilarious if only for the fact that their WrestleMania records (if you count broadcast pre-show matches that end up on the DVD) actually have a no contest draw on them as a result (currently 4-7-1 for Sheamus, and 5-5-1 for Bryan).

It wasn't a good show but I have a really, really strong soft spot for Cody/Rey. Like that match absolutely pulled me in at the time. I had always been a Cody fan but it helped solidify him as one of my favorites.

I don't even think it's the worst of the 20s. At least it has a couple of standout matches, Mania 29 has absolutely nothing going for it. I was there so perhaps I’m biased, but if it makes sense I’d say Mania 29 is a good ppv, but subpar mania.

I wasn't watching WWE when 32 aired, so I don't think it would be fair for me to rate/consider it, although I know it got some of the most negative feedback I've ever seen for a WrestleMania.
For me, the three worst are 9, 11, and 27. On reflection, I think I would actually rate 27 the worst, because I think that 9 is remembered as bad because of the sort of silly roman gladiator gimmick, and Hulk Hogan politicking his way to the belt at the end. But, a lot of the matches on the card itself are actually pretty good. 11 was objectively bad, but it was mostly due to the sheer lack of star power in the company at the time. I would argue that WWE did a decent job making due with what it had at the time, and LT/Bam Bam actually managed to overdeliver.
With 27, we were at the absolute height of the WWE monopoly. The roster was as stacked as it has ever been, and there was just no excuse to justify such a stinker of a show. For all the reasons listed in the OP, plus, for my personal tastes, Undertaker/Triple H went way, way too long and dragged through the middle.

The lows of 27 are pretty low but it has enough decent matches to keep it off the bottom.
32 is probably the worst experience I’ve had of every match booking being awful and the matches being underwhelming other than the opening ladder match which in itself raised expectations for me that this Mania was going to be great and then…man it was a slog to get through. So that is my pick on a personal level.

Funny you say the roster was stacked at the time (it was pretty good, it’s just salient to the point I want to make), because this was the WM that many pegged as the one where the Jenga tower was about to come down and the buyrate numbers were about to crater. They’d lost Batista and Michaels from the year before, Undertaker and Triple H had gone part-time and fans were fatigued with Cena and Orton being ever-present at the top of the card, thus WWE breaking the people’s glass in case of emergency and bringing back Rock. Which boosted the numbers for sure, but changed how they would book WrestleMania forever with the subsequent emphasis on featuring part-timers.

27 was bad, but I think it was merely bad. 32 was outright awful. At least 27 had a handful of good matches to offset a lot of the bad. 32 was rotten top to bottom.

It's definitely my least favorite.
WrestleMania 11 was the worst growing up.
I was shocked when I learned people thought 9 was bad. That one always felt pretty fun, all things considered.
