I think 11 is the answer for me as it has nothing redeeming. At least 27 had a great match in Triple H v Taker, but 11 has only HBK v Diesel that’s worth watching - and it was nothing on their later match at Good Friends Better Enemies IYH.
Of the others thrown up in the worst conversation:
2 - has more matches I enjoy than WM1 - especially the Battle Royal and the Dream Team v Bulldogs.
4 - it has an all time iconic moment when Savage lifts Liz on his shoulder with the belt. All worth the (long) journey. I also have a soft spot for Beefcake v Honky Tonk.
9 - the silly Roman theme makes it stand out. Steiners v Head Shrinkers, HBK v Tatanka, Doink v Crush and even Bret v Yoko before the Hogan shenanigans are all good.
13 - it has an all time classic in Bret v Austin and the Chicago street fight is a lot of fun
25 - it has arguably the best match ever in Taker v HBK as well as Cena’s best ever entrance
29 - I was there so maybe biased, but Punk v Taker was excellent as was the set
32 - again biased because I was there. Hated a lot of the booking at the time but going back and watching with an impartial hat on I enjoyed it. Shane going toe to toe with Taker is hard to forgive but I like Roman v Triple H more than a lot of folks.
36 - better than it had any right to be but a hard watch with no crowd, and definitely amongst the worst manias through no fault of the performers.

2 has that Funks/JYD and Tito match. That's good stuff too. And a Battle Royal.
11 is such a mess because they randomly cut all the feuds off to have nothing matches. I mean, would you rather see the Blu Brothers in action, or Lex Luger getting revenge on that rotten backstabber Tatanka? (I know folk who were kids at the time who still haven't forgiven Tatanka for that heel turn!)
It's better than 27 though, imo, because its very short. Barely over 2 hours long. Also, three people really do their best in ludicrous circumstances - Owen Hart, who makes the tag titles look like a world title, Kevin Nash, who has his work boots on (and walks into a 1995 era HBK trap), and poor old Bam Bam Bigelow, who walks a non-wrestler through a staggeringly decent match.
If there was any justice in wrestling, Bam Bam should have been a made man after that.
13 - Bret/Austin, Owen and Builldog shenanigans, and the Street Fight
25 - Actually, MITB is great, Jericho v most of the legends* is great stuff, Hardy v Hardy might be their best match together (a low bar I know), Taker/HHH is great, the only stinkers here are Kid Rock, the treatment of the women and the flat main event.
*To be fair, Snuka stinks up the joint like he did any match after 1991... and I'm being kind there. Piper holds his end well, which is to be the old timer full of spirit but not as sharp as he used to be. And then Steamboat steals the show. If anything, it a Chritmas Carol. Snuka is everything Jericho thinks legends are. Piper shows what they can bring, but Jericho proves he can out smart him at his age in life now. Steamboat is the one Jericho has totally misunderstood, who still has it in him.

I definitely agree that 11 is the worst. Every other poor Wrestlemania at least has something that makes it feel big time whether it's a being held in a huge stadium, a great atmosphere or like having at least a single great match. Wrestlemania 11 has no great matches. Hartford, Connecticut isn't exactly a great wrestling city. It must be one of the lowest attended Wrestlemanias. There has been a lot of fine celebrity stuff at Mania but actually ending the show with a non-wrestler standing tall has always been dumb to me. The show just had a gloomy, depressing feel to me. I'd honestly rather rewatch the Covid Mania with no fans because I'd take the firefly funhouse, boneyard match and seeing Drew win the title over anything on 11.

I definitely agree that 11 is the worst. Every other poor Wrestlemania at least has something that makes it feel big time whether it's a being held in a huge stadium, a great atmosphere or like having at least a single great match. Yeah, this is the key for me too. WM9 at least had a cool atmosphere, WM13 had Bret/Austin, WM27 and WM32 had a few good matches each. WM11 has nothing.

I always had a soft spot for it. Was it kind of dire? Yeah. But this was kind of the turning point for that current crop of “ younger talent” to take over.
Catalyst for the DB thing. Ppl were surprised ADR didn’t win. Cody/rey and Punk & Randy doing their own thing. And of course Miz in the ME. I liked the idea of it. Execution was muddied.

22 -- that exploitation of Eddie Guerrero hangs a very dark cloud over the entire event, making it a very uncomfortable watch
especially during Orton vs Rey vs Angle and Benoit vs JBL

Huh, Mania 33 is longer than Mania 32. Who knew?
Having re-watched Mania 32, I stand by 27 being worse. The issue with 32 is two-fold
1. The booking is f***ing weird. 2. Oh dear god, please learn the art of time management FFS.
The booking drags the show down.
AJ Styles v Chris Jericho is a good match where the heel wins, but the story going in is "AJ has beaten Jericho clean, how will Jericho react?" which is ass backwards.
The womens triple threat is a great match, hurt by a flat finish where Charlotte easily wins after the crowd and build were there to cement Sasha as the new face of the womens division. Hell, she comes to the ring endorsed by Snoop Dogg, and then loses easily.
The Andre Battle Royal is fine but could have done with Kalisto, the Usos, Ryback, the Dudleys etc who all wound up on the pre-show looking in, while the Social Outcasts and Ascension got PPV cheques.
The ladder match is absolutely fine for what it is. And has a super popular winner - crowd lose their shit when they suddenly realise Ryder is going to win a major title.
The six man tag is as you might expect. When its new Day vs Sheamus or Rusev its quite good. When its New Day vs Alberto Del Rio, its dull as dishwater. Thing suffered from Wade being injured, Del Rio existing, and the weird 3 on 3 non-title set up which led to nothing ever. But... the Bar and New Day went onto have bangers a little bit later iirc.
Brock/Ambrose is rubbish. Brock doesn't give a shit. You can fit Moxley's WWE career into pre and post this match, he was never the same there.
The main event suffers from all HHH Mania matches - if only you'd cut 5-10 minutes off it. (Or in this case, 15.) Reigns was not at the point to have a 30 minute match yet.
But at least he's got a reason. He's in the main event. He's meant to be the guy. It's not working but it has a point of existing.
Undertaker snoozes through most of his match. After having to sell Shane McMahons punches. We have a 10 minute set up to Shane getting Taker on the table, then Shane slowly climbs up to the top of the Cell, then he falls through the table, then Taker manages to get him in the ring, then Shane tries a comeback because of course he does, and finally the Tombstone. Shane added 20 minutes to this match trying to do one stupid spot which made no sense. And then he did this all over again with Kevin Owens a year later!
Weirdly once Baron Corbin wins the Battle Royal, there's 90 minutes of the show left, and 2 matches. And that includes Rock/Rowan, the all time classic. (Not kidding - its got suspense! OMG! A Match. It's got anticipation! It's The Rock! He's going to wrestle! It's got action! Rock Bottom! It's got surprise. He's going for the pin. It never loses the crowd in its 6 seconds.)
But between Corbin winning and Reigns match, we get 10 minutes of The Rock fannying about with a flamethrower, then the Rocks attempt to tell everyone the record attendance is broken, then the Luke Harper-less Wyatts womble out, then Cena runs out to clean house, then the crowd cheer, then some preview vidoes play, then HHH comes out to ringside, then Roman Reigns comes out. Somehow, all of this paragraph takes 50 minutes.
This weird booking of the wrestlers and longueurs that only work with Sergio Leone means I can see why folk rate it worst.
But imo, the ladder match and the meat of the AJ and womens matches means it still did more for me than Lawler/Cole, Miz/Cena and the most mediocre Taker/HHH match of the lot.

Recall 31 having one of the worst builds ever and then they absolutely knocked it of the park on the night. We were hoping for a repeat with 32 but we got a shitty WM too.

17 would be the undisputed greatest if Austin just called that damn audible in the ring and gave Vince a kick and a stunner. Instead I have to put 10, 28 or 30 above it, which depends on the day of the week.

I wouldn't say it’s the worst…but literally all they had to do was strap Barrett up, let Cena squash his ass and then Rock lays Cena out post match. What would we have really lost main event wise? Not a damn thing except the eternal Miz Girl.
