I think Cody's suffering from a lack of trust by Vince because he got injured right out of the gate. It's happened before, but I'm not sure that Cody's really benefitting from the arc they've placed him in.
It all seems so over-the-top reminiscent of his father's overall narrative and it doesn't really work for me. He's Dusty's son, but he's not Dusty. The grandson of a plumber doesn't have the same ring of working-class credibility to that a son of a plumber has. Perhaps it leaves the door open for a gradual turn to a delusional heel who thinks he's a babyface.
It might be a while before Cody is back on a title track, especially with a faceish WHC like Rollins. We might see something interesting emerging from the feud with Brock, but what follows for Cody may not immediately be a run for any of the big titles. If they overhype him but demonstrate no intent to make him a champion in due course, it might be only a short matter of time before he loses what credibility he has as a potential world champion.

Part of what got Cody off track in AEW is that he sometimes liked to cosplay as his dad in angles rather than be himself so it became lame. I do think stuff has been a lot better in WWE because whether it's Vince or Triple H they'll reel Cody in a lot more, but I do kind of agree with you. WWE has for a long time fell into a situation where they have a face get hot, lose a title match, and they don't want them to look weak but don't want them in a title match so they give them angles to keep the face busy. I THINK Cody will be able to keep all his overness but it's always a worry with WWE creative on whether or not they'll lose interest.

Catching up with this, I think that notion is bullshit mostly because they were still promoting him as a big deal throughout the time he was out. There were almost bi-weekly video promos detailing people on Cody's process and recovery, there were hype videos shown on major events, one of them shown the week of Clash at the Castle basically telling the audience "Drew ain't winning, Cody's the match" and he was given such a heroes welcome, they couldn't keep his merchandise in stores. Now, whether the build itself was a HHH call or a Vince call is something we're never going to truly know but considering HHH was the figurehead of creative during WrestleMania season and was the person who did the whole "Let me cook" speech at the press conference...I'm putting that on him. I'll put my foot out and say that if Vince were in charge, he'd have done the change. Do I have proof of this? No but nothing seems to have come out to say it was a Vince call when that used to be commonplace in the news media.

What I will say, and my overall issue is that you're not going to guarantee that keeps up to WrestleMania next year since that seems to be the plan. If it does, awesome, they've done a good job in maintaining it. It's just more that there are too many examples in WWE's own history, never mind pro wrestling history, of not capitalizing when the time is right and when their prescribed time does come, the person in question's been overshadowed by someone else (which, hell, almost happened this year with Zayn).
I'll gladly call a spade a spade if we get to next April and Cody/Roman II is bigger than the match this year and makes them way more money. But I need a lot of convincing in the next few months.

Dude should have won at 'mania, but right now Cody looks good - Dude beat Beastie Boy and made him bleed. He looks a hell of a lot better than Braun Strowman, Johnny Gargano, John Cena, Shinsuke Nakamura, Samoa Joe and Roman Reigns did in 2018.
2018 was a vintage year for Bitches, Cody hasn't plummed those depths and credit to WWE, it doesn't look like he will.
