Vince might have allowed (and contributed greatly) to the cess pool that was/is the WWE Locker Room, but one thing I can't picture Vince doing is sitting idly by and allowing one of his Employees to son him in front of the world at a press conference Vince would have loved having one of his top talents shoot on other top talents in front of the media & all the attention it got. Vince is 100% carny. Now he would have been in a better position of control than TK but come on folks. Let's not pretend Vince isn't a total carny. The point they were making though was Vince wouldn't sit back while Punk talked over him. Like Tony did. Tony tried to get Punk to shutup a few times or change direction of the conversation but Punk just kept going. Vince absolutely would not stand for that, and yeah the crazy old man might try to throw hands >_>

Idk what it is with Punk, I assume it was growing up watching old ROH and then watching his WWE run that sent him into stardom, that Khan seems enamored or overtly stubborn to try and continue to make this a success And honestly, it WAS a success for awhile, it did work, Punk worked, but Punk's attitude was always something that got in his own way, even back in the ROH days, and it sounds like with time, his ego has only gotten worse by climbing up the wrestling ladder, and maybe injuries have put him in a position where he realizes he's not a top dog anymore or could be very close to losing it all, and it's made him even more difficult to deal with, but Tony still sees CM Punk through a rose colored glass And like, I get it, Punk can still draw, he can still put on captivating feuds, but much like other people in industries with large talent but equally or even larger baggage... you might need to make a call before it starts domino effecting in ways where CM Punk simply doesn't become worth the hassle

Granted he wouldn't have sat there nor even tried to hush Punk himself, he'd have snapped his fingers, and Brock, Angle, Regal... whichever IRL tough guy was a part of his inner circle at the time would quietly appear and usher Punk off screen complete with Punk's squeals, "Do you know who I am?" outrage and finally shrieks of pain.
The morning after is a different story, there's a 50/50 chance of Punk waking up to his pink slip or to a fat raise and a push. The Mount Rushmore of books written by guys who worked under him for years (Bret, Foley, Jericho) as well as various shoots and interviews from talent of all eras makes it clear that he secretly enjoys it when his stars misbehave to an alarming degree like it turns him on.

I agree that if there was a press conference and Vince was there, he would absolutely shut down that talk, especially when someone would try to overrule him.
But, Vince also has a habit of catering to people even when it's really a bad idea. Hogan's WM9 debacle so he could then spend three months not defending the belt, the many times he courted Warrior even after he deliberately no-showed dates. HBK in the new gen era basically had his ear and basically would have threatened to leave if he didn't get his way.
Vince would never publicly show weakness, but there's been many times he's bent over backwards for talent in ways that hurt the product.
