Started up a run of Paper Mario 64 and it'll always continually baffle me that they don't let you use action commands until the very last fight of the prologue. Just leaves everything up until that point being a mindless, slow-paced chore for no real reason. Feels telling that they not only do the tutorial for them after your first fight in TTYD but that you can still do them during that fight despite not being told about it.
Imagine lot of people are probably immediately thinking of Kingdom Hearts 2's opening but I actually kind of like that one? It does a pretty good job setting up a foreboding tone (that the rest of the game doesn't really follow up on, granted) and it doesn't really take a super long time when you're more familiar with the ins-and-outs of the game.

Red Dead Redemption 2 is one of my favorite games of all time but that opening is long as well and the game doesn't properly start until you are off the mountain
Great to experience the first time but I made sure in my first playthrough to make a whole separate save once I got off the mountain to not have to do it again

Fallout 3. Sure I get the point they're trying to make with it but it just kills any replay. Like there's a reason one of the 3 most downloaded mods for Fallout 3 is the skip opening mod

Assassin's Creed Odyssey's title screen doesn't appear until you set out to sea and leave Kephalonia for the first time. For me, that was about ten hours in.

The intro/Twilight Town part of Kingdom Hearts 2 is fine the first time.... THE FIRST TIME. There's a sense with Roxas for the player being like "who's this smuck? I wanna pick up where I left off with *main protag*".
For how much I love the game, The Legend of Zelda: Twilight Princess' intro from the start to when you get the hero tunic (and when you can use a legit sword for the first time) feels like it takes forever (Around 2-3 hours into the game). There's tons of good stuff on the way there and learning how to use Wolf Link but there is a "When are they going to get to the fireworks factory?" feel to the start of the game. One of my very few flaws with the game.

A lot of the recent Resident Evil (7, 3, 8) games have pretty long openings to the point where Capcom should offer a skip feature once you beat the game. They're great the first but for a game series meant to be replayed and speed ran they get agonizing after the 3rd or 4th time.
Zelda prior to BoTW is another great example. It's funny how Majora's Mask is seen as the more restrictive game due to the time limit and not being able to leave Clock Town on the first cycle but after replaying it followed by OoT, it's crazy how much free MM by comparison. Kokiri village is so devoid of things to do and once you get to the over world you still have to do everything on a strict pathway. In MM you can immediately gather multiple heart pieces and item upgrades before you get the ocarina.
Dreams opening is almost unbearable if you deleted your save file and want to go back to just play other peoples' content. Imagine every time you you went back to Youtube or TikTok after deleting your account it showed you a lengthy, unskippable tutorial on how to use the site.

I was going to say Metal Gear Solid 4, but in hindsight the intro sequence is probably the shortest of the cinematics in the game.
I'll second Kingdom Hearts, though.

Final Fantasy 6 is a wonderful game, and one of my favorites in the franchise, but it is definitely an offender. Fortunately, I enjoy the beginning, but it does take a really long time to let you do much, you are FIRMLY on rails for quite some time. Even if you're mashing through all of the text, it's probably, what, like a half hour or longer before you get to the Locke segment? Longer, probably. And yes, there's also controlling Terra before that, but you have no freedom outside of move choice, and even that doesn't matter against anything that isn't the Lightning Whelk/Ymir, a fight that is rather easy to needlessly make overly long if you do not understand the gimmick.

Metal Gear Solid V Phanton Pain has a dreadful opening that's not only a slog to get through, but is completely un-indicative of what the rest of the expereince even is. I was so put off of by it that I actually put the game down for a month and played Yoshi's Woolly World because at least that lets you get its main gameplay within two minutes.

I'd say Persona 3 and 5's openings are nowhere near as much of a slog as 4's. They can take a bit, but you're pretty much to the gameplay within like an hour or so. 4 it's like three hours and it takes a long time before they really even begin actually establishing what the main narrative thrust of the game is.

Which is why when I replay ME2 once the tutorial is over I swing by the citadel and Omega to grab Zaeed and Kasumi thus all but eliminating the use of Jacob outside of having him on his loyalty mission which if I could I'd still leave him on the Normandy for it and just tell him later that his dad says hi

If we aren't just talking openings, but prologues up until the inciting incident, "Breath of Fire III" is up my list. Love that game, love the overarching theme of motherhood and how well the story can portray its themes. I also like the prologue for what purpose it serves. The era of the chosen child hero in RPGs was not yet over. BoFIII turned it upside down by dealing a huge dose of reality when the teenage delinquents thought they do the heroic things. Ryu, Rei and Teepo kill the Nue when Bunyan told them it would help the village and their reputation. Bunyan is a good guy. Good intentions, good teachings. But the kids didn't know that. So after they got their hero's welcome, the much shadier Loki made them a similar offering. Stealing the money from mayor McNeil and giving it back to the village folk. Surely a good deed, no? Loki didn't tell the kids how politics work in comparison to fairy tales, and while they manage to steal the money, they didn't know that McNeil was a henchman for the local Mafia. The kids get wiped out by hired assassins, Ryu is the only one left and embarks on an adventure to find his friends and himself. BoFIII might just be the most truely melancholic RPG I can think of. It's flawed, but the story's concept is bold and great.
