Mystery Science Theater 3000, because of all the licensing and rights issues involved with the movies.

80's shows like Photon and Kidd Video will probably never get any kind of official release due to music rights.

Both of these shows are on DVD, but Perfect Strangers and Saved By The Bell: The New Class were never syndicated.
For SBTB, I'm guessing the original series did so well for so long in syndication that there was no point in airing lesser reruns.

Doctor Who. Because there’s so many missing episodes thanks to the BBC and their tape-wiping ways. Same reason we’ll never get The Likely Lads, Dad’s Army or Hancock’s Half Hour.

The original Muppet Babies. Even with the elements Disney now can legally use.
Name any short lived show only real TV buffs remember.
Happy Days has probably paused indefinitely for this reason.
Some variety shows.

Perfect Strangers on Nick at Nite back in the day. Of note is it having the Lorimar Telepictures ID put at the end of early episodes. I think the NaN reruns had the announcement by one of the stars in place too. The Addams Family episode of Scooby-Doo.

Beyond just lack of interest, is there any specific reason why Herman's Head couldn't get a home release?

Amphibia and the owl house because Disney hates physical releases now.

Sometimes I wonder with the increase of technology, can they somehow recover recordings on the original tapes they used, or are they gone forever.

while not a brilliant show it had potential and I hold out hope it one day gets a reboot/remake.

The Honeymooners due to the fact that so many of the footage that has earlier sketches were dumped into the East River in the 50s and as a result will probably NEVER be seen again.

From what I understand, the reason why Mighty Max never got any kind of home video release and is not available streaming anywhere is because of a lot of confusion over who actually owns the rights to the show anymore. Nobody knows and nobody feels it's worth spending the money to find out.
