For starters, you really shouldn't assign stances to people like that. It's pretty arrogant and in bad form for an otherwise civil debate.
Secondly, I actually worked in the news room for a few years as a reporter, so I think I know how it goes far better than most people, both the good and the bad. I could tell you quite a few stories about overreactions, both in the newsroom and in the public response to otherwise mundane things.
According to the story, the insurance company has been contacted, but they've not responded yet. However, the people who organized the event, and thus would be the runs running the actual raffle, were called and the information was passed on them. To me, that says that there was no substitutions rule in place, and they have to see if the company will give them the prize anyways.

Here's the thing that hasn't been brought up yet; If the person whose name was drawn didn't respond, another person's name would have been drawn. What about that person being denied the opportunity to win the prize?

My only point was that we don't know if they actually broke any rules or if the father was just being forthcoming w/o detailed knowledge of the rules.

Fair enough, it might have come off snarkier to me than you intended to, and I apologize for taking it the wrong way. True, we are inferring it. But even then, I think raffles are so common that everyone pretty much understands how they work, so much so that people running wouldn't expect to have to come up with any special rules when running them. They occur so often normally that you really don't anticipate things like identical siblings taking a shot for his brother. If the person who won it was in a wheelchair or something that physically prevented them from taking the shot, I'd imagine they might allow a reasonable substitution, but again that'd probably be on a case by case basis. If your roommate went outside for a smoke, I'd doubt they'd let you take the shot in his stead. I am inferring sure, but I think it's a really safe thing to infer. Also - I mean, seriously. The funny thing about us understanding the rules behind things is I think we think we know a lot more than we do. I always have a moment of hesitation when I click "I HAVE READ AND AGREE TO THE TERMS OF SERVICE" or whatever it is when you come across those huge walls of text for some sites and services. I know they're fairly innocuous, but still I always wonder what exactly I'm agreeing to. Not enough to actually read it of course. Haha, maybe the one for this raffle specifically said. "And no twin-switcheroos either!" It probably didn't, but would be funny if it did.

I would donate 25,000 to charity and put the other 25k into a trust fund for the children's college education. Probably more or less how I'd handle it.

Who said taking the money would be greed? $50,000 could go a long way to helping out with a college fund or some other financial matter, especially in these tough times. If they were going to spend the money on say, an Escalade, that'd be one thing. But potentially screwing over your kids' futures isn't good parenting. If anything, it's awful parenting. As others have said, even if he didn't want to keep the money he could've at least donated it to the less fortunate. This Put it all towards a college-fund. Kids probably won't think it's a great lesson when they're paying $500 a month in student loans.

Personally I'd have kept the money, but for me, the kids can get bits of it by proxy but if you're my kid, that's my money. Consider it room and board.
