JBL is still the weirdest to me, simply because they completely committed to his push. Right now it would be the equivalent of Titus O'Neil winning the world title at Survivor Series. He went from washed up midcard tag act to world champion in the span of three months. I thought the really weird part was how much of a goober he was in the preceding months before his turn. The APA had been doormats to the likes of the Basham Brothers in their weird S&M phase, effectively making them the bottom feeders of Smackdown's tag division. Even the storyline that set-up the rise of the JBL character was rooted in losing. Paul Heyman had granted the APA a Tag Team title shot, but only if they put their careers on the line, and they lost. Bradshaw did not know that only Ron was going to be fired until he lost the match, therefore Bradshaw couldn't get the job done against Scotty 2 Hotty and Rikishi with his career on the line. Then, we got straight from that to new Smackdown GM Kurt Angle naming him the #1 Contender, banking on the guy who couldn't pin Scotty 2 Hotty if his career depended on it to take down his nemesis, Eddie Guerrero. Why would he trust this goober to defeat Eddie when there was a perfectly good Booker T right there? At least he had spent the last few months of his career as a tag team champion beating up the likes of Jindrak and Cade.

Does Kevin Federline's pinfall victory over John Cena count? Federline was, I recall, a very effective guest act, but it still stinks to me as WWE at their tabloid-baiting nadir.

Weird in a bad way: Khali. Went from random giant to holding the Belt and back to random. Weird in a good way: Foley. On paper he doesn't look like the guys WWE looks for, but he had the advantage of being in an era where fans decided who they wanted. To be fair for Khali, this was after both Kennedy and Edge went down with injuries/Wellness violations, and that Smackdown didn't have any main event-level heels at that point. And later, Khali got himself Wellnessed; something about high enzyme levels in his liver. It's been joked that the WHC itself is cursed. EDIT: I've been wondering if Hornswaggle should count, since he became the WWE's version of "A Wizard Did It".

Rikishi. For as long as he was Rikishi, he was the fun loving ass jiggling party animal. He danced, smacked his own ass, danced some more, smiled, laughed, and a good time was had by all...
Until one day he decides to attempt to commit murder behind the wheel of a car. All for his cousin, for some reason. He became a serious character, a bad man, doing bad things, fighting with main eventers.
None of it caught on, so Rikishi gradually went back to fun loving jiggling ass party animal.
