I've been doing a bit of a Mania marathon on the Network over the last few weeks.
William Regal lost to Chris Jericho at WM 17 and Rob Van Dam at WM 18. Nothing to be ashamed of at first glance but it turns out those are his only main show Wrestlemania appearances! Bit crazy to think about considering he's a well respected veteran who's been on the roster near 20 years.
I guess we're looking for reverse Undertakers

Ziggler is 1-5 at Mania, and never had a singles match. I think Dolph is a perfect example of what's wrong with Mania these days. Even with the Internet kind of turning against him, he's still one of the most popular people on the roster with crowds, has been for years, works his ass off, and has two World title runs... but come time for Triple H or the Rock to get their annual paycheck, suddenly he's dumped into a nothing match where he's a complete afterthought, every single year. Which is also necessitated by how their time management skills these days are so atrocious that somehow they can fit less matches on a four hour show each year then they typically have on their three hour ones.

Jeff Hardy's never won at WrestleMania in any of his five matches there. Matt Hardy fared a little better going 2-6. With both of his wins coming in straight 1 on 1 encounters (Mania 19 Vs Rey Mysterio and Mania 25 Vs Jeff Hardy.) The third member of the former Team X-tream: Lita also boasts a sub par Wrestlemania record coming up short in her one and only Mania match (WM18 Vs Trish Stratus Vs Jazz.)

Ultimo Dragon. Maybe not surprising in itself that he lost the one time, but I've seen people on here say he sucked because his one appearance at Mania was lack luster and he tripped in his entrance.
Really does show how big Mania is. That one moment outweighs his whole career to some people

For how much Sheamus has been pushed and accused of being an office favorite, he's got a really terrible record. Midcard loss to Triple H, bumped down to a dark match that ended in a draw, went in as Rumble Winner to curtain jerk for the WHC where he won in an 18 second defense people hated so much it managed to completely sink his babyface run and jumpstart the rise to the top of the other guy, the losing side of a six-man "main eventers against The Shield" match, and eliminated from a "get everyone on the show" Battle Royal. And now, even if he is recovered in time to be there, the League of Nations is so inconsequential that I can't see them getting much of anything.
Not the worst match, but for someone of Sheamus's level of push and accomplishment, that's pretty shite.
