The heels really don't act like heels. Okay, for example, take Rusev when he first came into the WWE. What did he do that was exactly heelish other than the typical foreigner who is proud of his heritage? Nevermind the fact that he's Bulgarian and far from Russian, however, he won the majority of his matches cleanly and never seemed to resort to heelish methods. So what exactly was so disgusting about his character?
Granted the evil foreigner gimmick is stale these days and doesn't tend to generate much heel heat.
My original point is the WWE don't seem to know how to make heels be heels anymore, they don't know how to make faces be faces either. Old school heels knew how to rile the audience up, they knew how to make viewers at home hate them, and their acts is what made the fans hate them. The nWo started off as awesome heels in the beginning, before eventually turning into the "cool heel". I think that was more on Nash, Hogan, and Hall as they stopped acting heels and came off more as witty faces instead of being depicted as disgusting human beings/characters.
But remember how white hot Right To Censor were? They were amazing in generated heat and their theme song was the most annoying and groan inducing sound you would ever hear. The last heels that actually got great heat in my opinion was Nexus.
