Smackdown, everyone seems to have some set motivation, and there's actual variance in what goes on, on Raw, Roman and Rusev are fighting AGAIN, Sasha and Charlotte are fighting AGAIN, and there were seriously about 4 squash matches this week.

There is a huge missing piece in this puzzle, that brought me back to watching Raw and the absence of which is keeping me away, especially since the cause of this absence is now supposed to be someone we sympathize with. Um, which is? ? If I'm going to guess. Finn Balor is the missing piece, and Seth Rollins is the person we are supposed to sympathize with.

Sloppy storytelling, book a title match, quietly decide they are no longer title matches, making it hard to believe they go into anything with a plan and are making it up as they go along, constantly picking and choosing what is canon.
Uninteresting babyfaces. Sasha Banks' big retirement prank, Seth Rollins constantly threatening to burn things to the ground when all he's doing is playing detective backstage and waiting his turn
Too much comedy. Nothing even trying to be as deep as Dolph/Miz or the AJ/Ambrose/Cena stuff. Nothing feelgood like Heath/Rhyno or Becky Lynch's title reign.
Rematch city, no real sense that any of these divisions are all that competitive.
They have stuff going on that's interesting enough, I like the Mick Foley/Stephanie "whose side is she on?" story, and the skeleton of Jericho/Kevin Owens is great, their friendship is obviously a facade, but who's going to make the first move? It's just that their portrayal is too comedic when it should skew more dramatic at this point. The Charlotte/Sasha Banks feud has been good and bad, the fact that Sasha's two title reigns deep into this when the feud hasn't really even been that long is annoying, and they just keep going in circles a lot of the time. They gotta be better at moving this stuff along and finding enough twists along the way to keep things fresh. AJ/Ambrose/Cena have been in each others' business ever since the draft, but their attitudes and motives keep changing along the way and you can get a good sense of why they can't get out of each others' way, because the rivalry keeps escalating to new degrees. On Raw, everyone's in stasis it feels like.

It's boring.
Rollins as a face is dull and the whole HHH thing hasn't gone anywhere beyond slightly over dramatic backstage promos from Foley.
New Day never lose, Super Sexy Roman always comes out on top over Rusev and to be brutally honest, the women's title feud is lacklustre.
I think they have made an effort to improve things in the last couple of weeks but it just lacks the same sort of positive energy/momentum that Smackdown has.

My biggest problem with Raw is the time issue. 3 hours is a long time and instead of booking for 3 hours it seems like the book for two and stretch the f*** out of it. Hell, WWE even seems to admit it with the way they've structured things so the main event usually falls at the end of hour 2, unless they treat it like a PPV with a heavily hyped main event. In the 3 or 4 years they've had 3 hours the only new ingredient they've added is the Cruiserweight division just a few weeks ago.

Lots of wordy speeches, too much focus on The Architect, potentially interesting new characters aren't developed and most importantly bad pacing. There's some good action though even if you're not emotionally invested and/or don't really understand why it's happening.
But enough about The Matrix Reloaded.

If I'm going to guess. Finn Balor is the missing piece, and Seth Rollins is the person we are supposed to sympathize with. I'm going with your interpretation until proven otherwise. You can go with that, for sure. Balor lit things up in the run-up to Summerslam and the win, I feel, was well-deserved. The injury threw a major wrench into their plans, but needn't have crippled the machine entirely. It's possible to inject Balor into the main event picture without necessarily having him step between the ropes - every so often, there could be a low-level buzz over the PA or a flickering of lights, that morphs gradually into the modulated voice and the red lights Seth encountered shortly before Summerslam. Meanwhile, to put some kayfabe voodoo back into what's been a fairly clinical series of Finn recovering, how about a few short vignettes in which, for example, the stem-cell injection might have put more than his own biology into the shoulder, but might have awakened the Demon which is now slowly taking over. I mean, if they want to go all WCW on this. Boom - heel turn for Finn, but not really because the Lego-playing prettyboy we know is somewhere in there and he can't really help what the Demon King does. /teenage girl mark

They seemed like they were going to take a genuine risk, and then he has to be benched. I have a feeling a lot of people who've tuned out would probably watch for Balor vs. Seth had that been allowed to continue. At least he should get a major pop when he gets back, but I hope they let him fight for the Title and not just write him off as "injury-prone" especially when it wasn't his fault out at all.

Reigns! Holy shit. A lot of the complaints regarding Cena/Eve/Ryder from years back apply to Reigns/Rusev. Why should we cheer a slutshaming dickbag?
I'm not big on New Day. Nothing against those who are, I'm just not.
Darren, Titus, and Truth (except for crazy heel Truth) sit high on the list of people I don't want to see, and since all three are regularly featured...

1- Stephanie McMahon needs to go away. She brings nothing to the program and I've said that for years. 2- For the most part of the last 7 years, RAW characters have been directionless since the guest host era started. No real character development beyond maybe a gimmick change. 3- Nothing matters. Wins and losses don't matter and the characters don't really care if they win or lose because they get unlimited rematches. 4- most of the faces are bland or unlikeable and most heels don't know how to get heat.

The biggest thing to me is they have three hours and it still feels like nothing happens.
And where is the character development? With three hours, we should know the personalities of all these new cruiserweights by now, not to mention there are still some people like Neville or Sin Cara that have been around for awhile and still seem to have no definable character traits.

The whole Finn Balor thing was a Monkey's Paw wish of epic proportions. For me it killed any interest I had in 90% of Raw once he gave up the title. Then absolutely no follow up to how KO won? Yeah i'd rather watch Gotham and Supergirl I still watch Raw Ppv but the weekly show is a stress I don't need.
