I think Buff seemed to be a bit confused about where he was in popularity in 1998 before his neck injury compared to The Rock and Austin, who he also mentioned in that interview.

It's possible, for a brief period as the Rock came up from hated babyface to legend and Bagwell was midcard/upper midcard their levels intersected, maybe for a couple of minutes before Rocky shot past?

It's just comical. It's like those kids on the playground when you were in school that would always go too far in claiming something outlandish. Instead of sticking with something believable, they'll just say something no one could possibly buy

It's quite true, but while the Rock ascended to megastardom, Bagwell stalled because of his attitude problems, from 99 onward they're not even close.
