For starters, this isn't about cheapo B-movies, so no need to discuss things like Birdemic; this is about Hollywood films made with millions of dollars where you have to ask "where did all the money go?". And, I don't mean an off scene or two, but the entire film itself.
I always thought the Spy Kids movies were laced with nothing but poor CGI effects & blatant examples of green screen moments with very poor transition tricks.
And, for animated movies, Norm of the North is a blatant example, but Hoodwinked 2 was just as bad.

For all the money that went into the X-Men movies, there was no excuse for Logan having shitty looking cartoon claws in X-Men Origins. I mean damn, ignore the stupid edits made my the uploader and just look at this CGI. It's like his claws are floating.

I was coming into this thread to say Die Another Day. The effects throughout are pretty bad but the surfing scene is painful.

Both of the Hulk movies, both look bad. I mean I don't know how a gamma powered poodle should look but I'm sure it should look better than that!

The 90's were a haven of bad early cgi in large budget movies. They didn't even look good at the time films like:
Spawn: I remember some of it looked really good. But holy shit the scenes in hell look one of those awful asset flipped Steam games Jim Sterling often features on his YouTube channel.
Air Force One: The scene where AF1 crashes into the sea looked awful. The other action plane scenes looked ok, but that's probably because those scenes were set during night time.
Titanic: This film won an Oscar for this. The daytime flyover shots of the ship with CGI people never looked real. Not even in 1998.

I was coming into this thread to say Die Another Day. The effects throughout are pretty bad but the surfing scene is painful. except the end plane crash is insane that's why i REFUSE to see it on tv, so i can watch the dvd of it seeing a clip of the new XXX movie, that has some REALLY obvious compositing, and when there's a camera shot on a moving something focusing on someone, it's obvious in that as well ..... that why the shots of gollem in the two towers are slightly askew to me, all that unnecessary swinging about!

I might be the only person who hasn't seen any of The Mummy's Movies unless you count The Scorpion King. I'm not sure if 18 million was considered a big budget film in 1995 but holy crap the special effects for Mortal Kombat was really rough.

So you haven't actually seen the film you initially posted about? The Mummy Returns. You lucky bugger, keep it that way, it's shit. The only remotely decent Mummy film of the recent series was the first one. Hopefully the new Tom Cruise film will change that.

The 1970's King Kong remake. They made a giant but still really fake looking animatronic used in one scene. The rest of the film was just a man in a monkey suit.
Yes I know this is rich coming from a Godzilla mark. But the to Toho Godzilla films of the time wears it's hokey spfx on its sleeve. This Kong film was supposed to be a big budget remake of an iconic Hollywood film.
