The whole assumption that the Rock is a surefire bet to be there for next year and ready and capable to give them the kind of match they'll want is...well, it's an assumption. Makes you wonder how they'll get Roman there, given that he's pretty much out of challengers. Unless Roman loses to Brock at Mania, and then later on down the line, wins the belt back from him. With Roman having run out of challengers, that might be WWE's way of trying to bide time until they do Roman vs Rock next year.

The biggest issue I have with Roman's run as champion at this point is that it's had multiple times where it hits a natural peak, where you think to yourself "Okay cool, now it's time to start winding it down and prepping for someone to dethrone him". But then it jst keeps on going and going and going and going.
For instance last year at Wrestlemania, he wins in the main event by pinning two all time greats simultaneously. Naturally to the fans that's a sign "Okay, there's really no way to go up from that." Two weeks later he runs the biggest babyface in WWE out of the company with a clean win and leaves him laying with a conchairto. Seemingly this sets up someone to avenge this top babyface and be established as the top guy. But then he fails and here we are almost a year later an the title reign is still going on.
Now we have this year's Wrestlemania where Roman's likely going to leave simultaneously holding the two top titles in the company (however briefly), and again we're going to be left thinking "Okay there's really no way to go up from that, now it's time to start winding down and prepping for someone to dethrone him." But the problem is that now we feel like we've got another year to go before that can happen given the apparent plans for the Rock next year. Even not taking the Rock into account, he's beaten practically the entire roster in the last year and a half so there's no real convincing way to take the belt off of him. No one's believable at this point since nobody's been built to be at his level.
The other big issue is this: What the hell do you even do with him after this?
He can't ever just be another guy after holding the belt for almost 2 years, especially when during that reign he's done everything you could possibly imagine him doing.

I hope Roman as a HEEL loses the title. Him turning face THEN losing the title is nowhere near as fun to watch.

He’s been “the guy” for about 6-7 years already, with a couple of small periods where he wasn’t or was out, and he’s not really slowing down now.

Oh absolutely! “You gotta make Roman look really strong.” That is something that WWE did far too little of. From when The Shield disbanded to Roman taking a leave of absence in late 2018, Reigns, more likely than not, booked like a choke artist or a bum. His performances in the 2015 and 2016 Rumbles were woeful, he needed 5 attempts to win the WWE Title and he won it in underwhelming fashion against Dean Ambrose (who was protrayed as an even bigger choke artist than Roman) and lost it 5 minutes and 15 seconds later.
For a top guy, Roman was booked woefully.

I think he’s pretty much there. He’s been “the guy” for about 6-7 years already, with a couple of small periods where he wasn’t or was out, and he’s not really slowing down now. Kayfabe wise, he's getting there. But he's really nowhere near those guys' level otherwise. Depends on the criteria being used. Crowd-Drawing? Moneymaking? Talent?

You could see it on SD this week.
They spent the first 20 minutes on Roman stuff, with the payoff being Oldberg returning to just, be handed a title show randomly?
-The main event was Ronda and Charlotte, where Ronda was allowed to beat up Sonya in a way that Naomi has not been allowed to do in SIX MONTHS!!
And everything in between reeked of “we don’t care, just throw something out there.”
And it was a terrible show.

Latest Observer Radio mentioned that Ronda is basically back because she wants to wrestle despite how fans perceive her, as she legitimately hates all of us. I guess creative mentioned to her backstage that if she's going to be this bitter towards the fans, she is going to be an awful babyface. Dave could not emphasize any more clearly how bitter Ronda is towards fans for being cold towards or booing her right now.
They do plan to spin her as a babyface going forward into Wrestlemania though. Obvious problem is that literally every woman in this feud right now isn't even remotely likable. So this is going to be the coldest Wrestlemania main event in recent memory, or one of the most hostile crowds out there.

Ronda's first interview was her saying how she wasn't gonna fall for the fans cheering her this time, she's BITTER AF and the crowds haven't even started booing her again yet.
