I don't think it's the greatest Starrcade card and I never cared about Piper in WCW but that In Your House looks terrible so I'm going WCW.

Starrcade easily. It's what made WCW so much better...good wrestling for hardcore fans, entertaining stories for casual.

That StarrCade card is really stacked with interesting matches.
IYH has nothing but the main event.
WCW +1 and it's not close.

I feel like it's worth reiterating that votes should be based on which card looks more appealing on paper from the perspective of someone who is choosing which PPV to order, not voting on which was the best show from a hindsight perspective.

Absolutely the WCW show. Once I saw fake Razor and Diesel the rest of the card had a steep mountain to climb. I think I have interest in exactly one match on that card, the main event, and even that I expect to kinda blow.
WCW had me from match one.
