Nikita Koloff was born Nelson Scott Simpson in Minneapolis, Minnesota, but was billed at various points as being from Russia, the Soviet Union, and Lithuania. How about big head Boris Zhukov, who is Jim Nelson from Virginia! None of the Mongols were Mongolian- especially not the future Masked Superstar. A little less egregious was Tama Fatu, a Samoan from California playing the "Tonga Kid"... Pacific islands that were a ten hour flight away.

I don't know if Leon Arras The Man From Paris counts. Brian Glover basically dropped the man from Paris part after he starred in the movie Kes, and stared wrestling on TV (He didn't want his students to know he was a wrestler so didn't do TV tapings until becoming an actor but even then still used Leon Arras over his real name which he used as an Actor). And while he was claiming to be French, he spoke in his big booming Northern accent with such phrases as "'Ow About That Then?". The only record I have seen of him talking or acting French while being billed from Paris, France and being known as The Man From Paris is replying "Oui" when a fan shouted out asking if he was really French. The whole point of the gimmick seemed to be the silliness of the fact he was clearly not French. And it was not like he couldn't speak the langue, one of the subjects he taught as a teacher was French.
So I don't know if Northern (England), claiming to be French while being over the top with his Northerness. Really counts.
But I will share the story he claims led to him becoming Leon Arras. Apparently there was a real wrestler from France who no showed, which Brian replaced and pretended to be. He has even claimed years later in a dressing room a big French man came in asking for Leon Arras (In French). And Brian replied with he was, only to find out this was the real Leon Arras who's name he had been using for years (I say Apparently because no one can find a record of this other Leon Arras ever existing, beyond Brian's claim)
If it still doesn't count, to make this not seem like a waste of time I will point out before he was Leon Arras The Man From Paris he wrestled as Erik Tanberg, the blond from Sweden (No idea if he played the Gimmick the same way)

Don’t know if this counts since in ksyfabe, they are different people but Savio Vega (a Puerto Rican) playing a masked wrestler from the Orient.
RD Reynolds hilariously referred to the masked wrestler as the Puerto Rican Ninja despite the fact that the masked wrestler was never billed from Puerto Rico.

Still definitely not an authentic Russian or portrayal of one. Just bringing it up because some get confused, but Rusev/Miro was never presented as being Russian. They suggested he had moved to Russia at some point, which was BS, and can legitimately speak Russian, but he has the Bulgarian flag on his arm and has been pretty open about his nationality consistently. He would not count for this thread. Jim "Warrior" Hellwig presumably is from known parts. I haven't checked, though.

I forget if they ever claimed Vladmimir Kozlov was Russian. He is Ukrainian, which, uhh, deeply unfortunate in hindsight implications involved in WWE conflating the two, if so. I don't remember if they said so outright, but they sure implied the hell out of it between his tron graphics and ring gear. Go on YouTube and search up "Vladimir Kozlov entrance" to get the graphics he used through his ECW run, and it's literally the hammer and sickle plus a Russian military parade, so yeah. Also pretty sure he was called the "Moscow Mauler" at some point.
