Flair. I can't recall a time when they were ever annoying. The Rock kinda wore me out pretty quick.

I wanna say Rock, but I don't think I've seen enough of Flair's 80's/90's horsemen promos to fairly judge this.

They were both revolutionary and two of the best, if not the 2 greatest, but on two different levels in my opinion. Flair can cut promos and sell an angle/match/event/etc and he alone could make you want to buy into it simply by what he said.
The Rock certainly carried just as much charisma and energy but his promos normally were great for the humor and wit, it didnt necessarily have to sell an angle or anything. It was just funny and/or amusing. Don't get me wrong, he was intense and could be serious but I just think it didnt falls into the same category as Flair.

Flair made you WANT TO BELIEVE. Rock can make YOU GET ACTIVE with it.

Ric Flair can cut an awesome promo..recently the one on Carlito. But in his prime, he was awesome.

Flair is and always has been a master of promos. The Rock, not so much. I mean, both are good, but Flair always had a higher amount of material.

Rock's promos put the Rock over. Huge. But Flair's promos put himself, the angle, the match and the company over. Rock had more charisma, but Flair the better hustler.

Flair. The Rock just does what John Cena does now only somehow The Rock was "better" at it. Except you CAN'T have it both ways etc (not to say I didn't like The Rock's promos)

The one thing that Rock has over Flair is how the Rock had an incredible gift of able to shift in tone in rapid-fire motion, and a vocal range to put himself over.

For pure entertainment value, the Rock wins.
But if we are talking ability to promote himself (his gimmick), his opponent, and the match between the two....then Flair is the MASTER.

Many of Rock's promos consisted on monkey ass sex.
Not a difficult choice to make.
