Different stars for different eras. It's a hard call. Would Rock promos have worked back during the glory days of the horsemen? Probably not. Would Flair promos from he horsemen glory days work during the attitude era? Again, probably not.
Flair promos, for their time, were entertaining, and good. He really got people into the storyline, the match, the event. But, sometimes he just rambled on too long.
Rock promos were filled with catch phrases, but that's not his fault. The people ate them up and marked out bigger than life everytime he used one, so of course he was going to keep using them.
Both are masters at working a mic, but I have to give a slight edge to the Rock. Full of catch phrases maybe, but they succeeded in being what they were meant to be, entertaining.
Just compare any of Flair's comebacks and the audience reaction, to the pretaped promo the Rock did before Wrestlemania. Sure, the audience gets into Flair, and focuses on what he has to say. Yet, on a pretaped promo, the Rock shows up and the entire building explodes. So, I have to give a one-up to the Rock.

too bad there aren't any rock-flair exchanges, that would have been the perfect promo. were there any for the rock/sock connection vs evolution
