I think if had the same run with his heel character post 1995, he could have been big. His heel work when he fought Shawn at Good Friends, Better Enemies was damn good.

Besides the aforementioned, the Rock's longest run (June 2000-Oct 2000) was damn good.
vs Benoit vs HHH/Angle vs Kane, Taker, Benoit vs Angle
also had a great match with Taker, and I believe Kane on Raw or Smackdown during this run.

Woah why does everyone but two people have the Bengals beating the Broncos? That surprises me. Maybe you guys are seeing something I'm not since I live in Cincy and no one is excited about the season due to the atrocious management and coaching. Only one game has sold out this year so I don't think I will be seeing many games ha. Although I did pick the Bengals, it's almost a reflex for most people to bet against Cincy. They just see CIN vs and stop reading.

THIS!!! Art Donovan was more entertaining than her. At least Art Donovan has a catchphrase most people could legitimately use. However, listening to a match with Elvira/St. James/Donovan on commentary is a dream of RD Reynolds and Blade Braxton. Susan St James had a catchphrase. "UH-OH!"

Every time I hear Night Ranger, I think of the episod of TITUS when you learn that psycho ****, Erin (listen to "Love Is Evol") used to date a roadie (or was it the drummer?) and Titus kept yelling "Motoring!" I have a feeling Punk can work with Taker the same way Foley did. Foley was smaller, but certainly believable CM Punk is alot smaller than Foley has ever been. Shawn Michaels would be a more similar person to compare Punk to (size-wise). But I fear WWE will screw this up and CM Punk will come off as something of a jobber after the feud is over, but I hope I'm wrong. Taker usually has a track record of being able to get guys more over. Brock, Foley, Jeff Hardy, and the Rock all came out of matches with Taker looking better than when they came in. Edge and Shawn Michaels also kept good momentum after feuding with him.

So if Flair stayed, one would assume he would be dropping the belt. Windham probably was not over enough to run with it, Sting was hurt, so he probably would have dropped it to Luger.
So the question is: How would a face Luger world title reign be booked?
I could see Luger rematching against Flair and defending it against Windham, after that it gets fuzzy.
Also a point to consider: before Flair left, Sid Vicious also took off, leaving them one Horseman short. Would someone have been brought in to be the fourth Horseman, or would they disband?

It was as good as it could have been. You either had to have Goldberg be chasing the title constantly or holding the title. Midcarders don't stand a chance against him, so any feud not against top tier talent is a waste. That severely limits options with him.
My fantasy booking at that time was to have newly unmasked Kane snap and beat HHH for the title, be the ultimate monster who would destroy both face and heel, and hold the belt until Wrestlemania. Goldberg would have faced him at Wrestlemania and beat him for the title.
