This is gonna be quite a big thread. . .
Luke Gallows: Big, powerful, looks mean, decent on the mic, capable of hitting some nice moves, good in the ring, athletic for his size. No idea why he didn't get a push.
Mike Knox: See what I put for Luke Gallows.
Vance Archer: See what I put for Luke Gallows.
Tyler Reks: See what I put for Luke Gallows.
Chuck Palumbo: See what I put for Luke Gallows but also add, really over with his biker gimic.
Trent Baretta: He's awesome, the WWE are dropping the ball my not pushing this guy. He could actually me the new Jeff Hardy imo since he's got a similar high-flying style but at the same time is big enough to look believeable when going up against the WWE's main eventers and he's got that good-looking rocker type look which will appeal to teens.
Colt Cabana: The perfect comedy guy for Smackdown to counter Santino on Raw. No idea why he didn't get used more.
Paul Burchill: Should have kept the pirate gimic where he was over like rover.

Rob Van Dam. When he won the WWE title in 2006, it was 4 years too late. He should have beaten HHH in 2002.

Yea Rob was really over and always has been whenever he went back on WWE tv. I never understood why they didn't put the strap back on him after 06.
How about Bad News Brown. Legitimacy, tough bad ass and could garner huge heat and was promised a world title run and never got it.
I think they dropped the ball on Jake Roberts too ( a few times). There was no hotter heel in 91-92 in the world . They should have definitely of given him a world title as a heel since they screwed him out of it back in 86.

Katie Lea, talented female who can get this, actually WRESTLE. What do they do? They put her in an incest angle with Burchill (Another misused talent) that quickly gets axed. After that, she spends the rest of her time in WWE losing to Kelly Kelly and The Bellas. I honestly can't recall the time where she won a match.
Jimmy Yang Wang and Shannon Moore. The duo could've done well as cruiserweight champions or together as tag team champs and where shown to be over and often getting the best of Morrison an Miz. You could actually watch a match they had and feel they where going to win for a change.
Kevin Thorne. Greaty misused back with Mordecai and then. A big strong power guy who's gimmick was interesting. He should've become ECW champion not Chavo Freakin' Guerrero. He disappears and comes back wearing Rhino's old wrestling outfit and then disappears and is released.

I agree with most of the people you've all listed...The serious lack of a Tag division and Cruiserweight division probably cost most of these guys
Imagine the following tag teams... Pope and MVP Gallows and Knox Yang and Del Rio

Matt Morgan by a mile. He had that AWFUL stuttering gimmick, and then TNA turned him into a total badass.

When reading this I keep thinking of Carlito. He was getting great crowd reactions and was great up until 06 then they buried him for no reason and he started phoning it in when the writing was on the wall

Scott Steiner. I thought they should have pushed him as a heel when he made his return to the WWE. Instead, they pushed him as a face. After feuding with Triple H, he quickly became a mid carder. He went from main eventing the Royal Rumble to not even on the Wrestlemania card.

Bad News was great on the mic, but his judo training apparently made him VERY stiff to work with. Not only in terms of how he hit, but also that he just looked stiff, not very natural in his movements. Plus, he did feud with Savage in World Title matches on the house show circuit for a few months. And Jake brought his own heel run to an end. He wanted to go onto the booking team, Vince put the kibosh on that, Jake quit.
