Definitely some of the ECW originals, namely Tazz and Raven. It's amazing to watch Tazz's debut at the Rumble and then watch the following year's Rumble and seeing how far he fell. Those were 2 guys that had all the tools to be huge stars in WWE but never really got the opportunity to do so.
Shane Douglas is another one. He never got any chance whatsoever and he really could have been someone.
I was a big fan of the Waylon Mercy character, but I think his career shortfalls are more because of injuries than lack of a push from the WWE.
Gotta also mention heel Doink who they could have run longer with, Kevin Thorn and Ariel who were doing something truly unique and different, and Kaval who is the most horribly misused talent in recent history.

Matt Morgan is a big standout one to me. Unlike, say, Elijah Burke, Matt Morgan fit the stereotypical "WWE look" in every way. He was an enormous, intimidating, muscular guy who could talk and wrestle. And he ends up with a stuttering gimmick.
Seeing what he's become in TNA just lets me know further that he could've been a huge star. Huge.

Bertha Faye (could have been better without the comedy)
Vader (should have won title, been as respected as he was in WCW, Japan)
Big Show (should have been a long reigning WWE champ and been more of a force than he was)
Sean O'Haire (what the heck happened. He could have been a champion)
Chyna (sure, some was her fault, but I am sure they pushed her to be in Playboy, start looking feminine, fighting divas....if she had stayed the female fighting men gimmick, she would have stayed popular and had a better legacy)
Cryme Tyme (should have won tag titles)
Elijah Burke
Wendi Richter (stupid decision to screwjob her cost the WWE what should have been a longterm representative to women into the WrestleMania era)
Raven (was never given a chance to really play out his character in WWE)
Paul and Katie Lea
MVP (Should have been world champion, no doubt)
Matt Hardy in 05 (losing to Edge all the time, the momentum killing promo by Vince)

Elijah Burke and Sean O'Haire, although O'Haire was apparently a giant dick backstage. But I guess at the same time that didn't affect guys like Batista and Orton, who were handpicked by Triple H and Ric Flair.
But Burke's case was just f***ing sad. "The Diva Search is a joke", released shortly afterwards, only for them to completely scrape the concept the following year. Retards.

Sean O'Haire (what the heck happened. He could have been a champion) The only thing he had going for him was his look. He was green as hell in the ring and only had a flashy finishing move. Couldn't talk in front of a live camera to save his life. And was a huge dick who ended up beating up his wife or girlfriend (whichever one is was.) Why those short promos for him have gotten the guy such a crazy amount of "could have been" love from people nowadays, I'll never understand.

Booker T. He was one of the top guys of WCW and the minute he gets in the WWE they bury him to the Rock, and then Austin, and then Triple H. No slight against those three, but it felt like it was the WWE's agenda to introduce Booker T as "the poor man's Rock" instead of him being a serious competitor like he was in WCW.

But soon WWE stopped utilizing him and he started to not care and half ass it, resulting in him being fodder for top faces like Morrison, Christian and Triple H, and a welcome mat for new superstars like Sheamus, Yoshi Tatsu and Vance Archer.

Pirate Paul Burchill is a massive one. He was very over so they of course decided to take away his cool gimmick (granted he had a knee injury but he could have easily come back with the gimmick. The POTC sequels weren't even out before he was repackaged).
Big Show - His lack of direction can be attributed to his weight gains over the years, but WWE messed his push up with start/stop booking, far too many heel turns (he's never been a convincing heel IMO - I never bought the "waking a sleeping giant" crap) and losses and a boring character when he should have been the next Andre.
Look at how Show is now - a very over slightly goofy face who can get serious at any time and easily dominate anyone. That's what he should have been from the beginning and he could have become a major cross over star. I guess when he debuted they were more concerned with feeding people to Austin.
It's ironic that Vince has been reported to have said that WCW didn't know how to book a giant, when Show was booked brilliantly in WCW compared to his WWE career.

If I remember correctly, rumor has it that Benjamin got into trouble back stage, which resulted in him getting the jobber treatment which also resulted him losing all that buildup.

Barry Horowitz..don't laugh when he finally got a win over Skip of the Bodydonnas the pop was huge..and so they turned him heel? I think..thats really the last I remember of him. But he could have been a great face underdog.

Joey Mercury - They even had a built-in reason to push him after the ladder incident. He got a standing ovation from the fans and his feud with Matt Hardy could've really been nasty, but memorable. Granted, it wasn't completely WWE's fault, but still.
Kurt Angle - Controversial one, but the company positioned him to be the #1 face especially after 9/11 and turning him heel really screwed things up.
