Mr. Kennedy. He could've been big, but just never was.

Dean Malenko the guys one of my all time favorite. He just couldn't really get over I actually marked for his ladies' man gimmick as well. Malenko could WORK. And when they gave him a chance to properly wrestle someone like at Backlash 2000, the crowds eventually let him get over.

Chris Masters, always liked him since he debuted in 2005. Chris Masters should currently be a world champion Triple H's crack about Masters looking smaller when Masters just came back from a Wellness violation legitimately made me angry. Masters in his later years in WWE was a solid talent who could go and he really deserved a better shake than what he ended up getting.

The Brian Kendrick. If he would of played the WWE political game he would of been huge. Once he became TBK he oozed with charisma. Let's not forget

Gotta second or third Tajiri. He could play any role, and every one of his matches was just fun to watch because he was in it.
The other one that comes to my mind is Kaval, but I think he could get rehired.
Oh! Duh. MVP! Talk about a guy who should have been a huge star.

Dean Malenko the guys one of my all time favorite. He just couldn't really get over I think part of what hurt Dean Malenko was just how bloated the WWE roster was at the time, which forced their hand not to push him to him on his strengths. Malenko worked great as the straight man babyface in his feud with Chris Jericho in WCW. If he was pushed as the same character in the WWF/WWE I think he could have got over to at least a Benoit level (though his age would work against him). However, when Malenko came in the company had no shortage of faces and was big on anti-hero babyfaces rather than white meat babyfaces like Malenko. Plus, the company always has had a tendency to value talkers and charisma more than in-ring performers.

Marcus Cor Von.
Trevor Murdoch. He wasn't WWE Champion material or anything, but I always thought his look really stood out and he should've had a longer career there.
And one that's probably too obvious, Raven.

Marty Jannetty. Like him just as much (if not just a bit more) than HBK. In the end, Jannetty was his own worst enemy though. But damn what a wrestler.

Paul Burchill. A guy who had it all, but WWE really wasted him. He got over with gimmicks they didn't understand, and so they forced him into gimmicks that didn't work but that they liked.

Joey Mercury. When he was with MNM he incorporated a litany of small, subtle things to enhance the promos, segments or matches he was in. Good at selling, had a varied offense and worked well with everyone. I'm glad WWE recognized his considerable talent and brought him in as a trainer, because there's only a few guys on the entire roster who have a grasp of the fundamentals like he does. Quoting you because this is pretty much exactly what I came in here to say! (Although, Mercury's actually my favourite wrestler overall, which I know is probably kinda weird, but I don't care~.)

Savio Vega was so awesome.
Morrison too, if he counts (he did make it into a few PPV main events, even if he never really broke through the glass ceiling).
