Sean O'Haire will always top this list for me. I marked out like crazy for the Sean-ton bomb in WCW, but he wasn't allowed to do it once he came to the E because big guys don't do those moves. So he moved on to Heat, put in some decent matches with some stiff kicks and basically looking like a psycho. He had those awesome "I'm not telling you" promos, got his push and dropped the ball. I think it was a combination of nerves or whatever screwing him up, and being given horrible material to work with but that whole push just went horrible. I even followed him into his MMA career but his glass jaw (by MMA standards) killed his hopes there.
Lance Storm is second on the list. Yeah, he's boring, he will never cut a Rock promo, he will never ooze the charisma of Austin, Flair, Hogan, whomever. But he made it work. He was great in ECW, looked like he could have been the man in WCW, and he comes to WWE and he's got to become more "entertaining". A top technician in the ring, incredible athleticism and graceful movements, great ring psychology, great ability to put on any kind of match. When Austin came out with the "boring" chants I lost all hope that he would finally be allowed to make his style work in WWE.

Even though he got caught using performance enhacing drugs, I still wish Funaki could be huge.
I can not think of a time that WWE had a big Japanese on the roster.

Hakushi. Had the greatest theme in WWF/E history, an awesome look, a unique manager, and all the makings of a main eventer. And then the Barry Horowitz thing happened...

Gotta second or third Tajiri. He could play any role, and every one of his matches was just fun to watch because he was in it. The other one that comes to my mind is Kaval, but I think he could get rehired. Oh! Duh. MVP! Talk about a guy who should have been a huge star. ] I have a thing for green mist. Would always use this move on my CAW.

Rick Martel. The man has never won a singles title in WWE despite being a former world champion and involved with Tsuruta, Hansen, Robinson, Flair & Race in the past.... a lot of people assume he's won the intercontinental championship, but he didn't. He was in the decision match with Razor Ramon to crown a new one when Shawn Michaels was stripped, though. He also was on a short list of names that were in the running to take the WWF title off of Ric Flair in 1992 or whatever year Hart beat him.
Always in peak condition and gave it his all. A respected veteran also, HBK credited him with helping him find himself as a heel.
And let's not forget, he made the "Model" gimmick work and got it over, not the other way around.
He should be in the HOF.
