Best decision they could make. There's more to changing the design of your lead CG character than just changing it for the film; new merch needs made, promotional material needs updated, it's a big process. November wasn't going to happen without some soul-crushing OT.

Taking Sonic's place in November 2019: A John Cena movie called "Playing with fire" but now Paramount's probably going to put their November marketing muscle on Terminator Dark Fate and the closest thing to a female 007 film in "Rhythm section" (produced by the folks behind the Bond films), Sonic will now come out on a day that was meant for Bond 25 before production difficulties on B25 led it to being delayed to April

A knockoff getting release before the movie it's knocking off has happened before, MOSTLY OF THE ITALIAN KIND, Messalina Messalina was released 3 years before Caligula (mainly due to postproduction/legal difficulties, Franco Rossellini fearing Caligula would never get released made Messalina Messalina using sets and costumes from Caligula) |

Is February still the dead month where studios dump movies? It sort of depends. The perception kind of changed when Black Panther came out in February but that might have been the exception rather than a new rule but internationally, February was always where the rest of the Oscar movies went and those do moderately fine. Sonic might do well being the only family movie for release this February if anything. |
