Was non-DX Billy Gunn over? I remember him being in high-profile feuds, but I don’t think he ever held up his end of the bargain with guys like The Rock. When he was The one billy Gunn as chynas friend I think he did ok

As good as she was, Jacqueline was never truly over. She wasn't the typical blond hair bimbo for that era. She was over with 15 year old Ronny, that's for sure.

I have been rewatching the 97/98 stuff recently and had completely blocked the Quebecers comeback out of my mind. Like they show up on a RAW and I'm thinking "Wow, the Quebecers came back for this random RAW match?" but they keep showing up. They get no reaction whatsoever, but part of that has to be because their "We're Not the Mounties" song was inexplicably tossed in favor of a generic trash theme.
New Midnight Express also had no heat whatsoever.
On the opposite end of the spectrum, Vader was a hugely over babyface in early-mid 1998, which also seems to be forgotten for whatever reason.

2 Cold Scorpio would come out to no reaction.
He also came out to Cactus Jack's theme once

It's funny because in WCW, even as the disciple Ed Leslie kinda got half over. Warrior was cheered in WCW also. Warrior isn't low card, but he is hated almost here for his WCW run.....the myth being that fans didn't like him when actually in his final WCW promo he had a ton of cheers.
Were WCW fans just more passionate for their mid-low card acts? I'm trying to remember who got indifference....

Honestly? Eddie Guerrero.
Dude was marginally over during the Latino Heat stuff but before that and after it was over? Dude couldn’t buy a crowd reaction. Even the Latino Heat angle was shouldered by Chyna’s overness and it didn’t last long.

This list isn't complete without babyface WWE champion Big Show.

2 Cold Scorpio would come out to no reaction. He also came out to Cactus Jack's theme once I like how Terry Funk was yelling "Bring out The Funk!", then Flash Funk showed up, suddenly back as 2 Cold Scorpio, but in a Terry Funk shirt. Even JR was making the correction on commentary. Lawler:"Maybe he's a relative of Terry Funk, who knows?!" LOL. Terry had Scorpio as his mystery partner to replace Cactus Jack against The Quebecers on Raw that week.

This list isn't complete without babyface WWE champion Big Show. To be fair, him winning the title was completely out of nowhere due to Austin being hurt. You have to remember he came off of the putrid angle with 'Taker and then was in the midst of a feud with the freakin' Big Boss Man when he won the title. Sure, Bossman was awesome in his role, but the feud itself was hot garbage. Then as Champion he played second fiddle to HHH/Vince's feud and defended against scrubs like Vicera and Hardcore Holly on the second matches of Raw and SD respectively before defending against the aforementioned Bossman on PPV How in the blue hell was he supposed to get over?
