It seems like just about everyone on the roster between 1998-2000 got massive pops even top guys like Roman Reigns would kill for today but who were the people who just couldn't connect no matter how hot the company was?

Tiger Ali Singh and Babu went over about as well as a fart in church. And this is coming from a guy that thought Tiger was going to be a top heel when I first saw him.
That and it just felt like nobody gave a single shit about Dan Severn outside of Jim Ross.
Addition: It's possible these guys had good crowd reactions and my memory of 20 years ago is fuzzy. It's just that my mind immediately jumped to these guys as "instant piss break"

I know he lost to Dean Malenko on an episode of Heat. And I remember him losing to someone who was past the point of even being irrelevant on an episode of Shotgun.

As good as she was, Jacqueline was never truly over. She wasn't the typical blond hair bimbo for that era.
After his first few months, Steve Blackmon didn't get many pops.
